About the job

The Conflict Analyst is responsible for the strategic development of a conflict sensitive programme in Libya. He/she is expected to provide technical guidance, support and oversight on to ensure that DRCs programme remains conflict sensitive and embedded in humanitarian principles. The postholder will also contribute to capacity development as well as representation/advocacy. Your main duties and responsibilities will be:

 

Conflict sensitivity programming

  • Lead on the development of a conflict sensitive- do no harm programming strategy for DRC Libya response, ensuring that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that they promote of DRC's values, culture and beliefs; and that it is gender sensitive.
  • Support the DRC Libya team in developing and undertaking needs assessments to inform program design and strategic direction. This includes contributing to rapid needs assessment to ensure humanitarian assistance is delivered in a timely, principled & conflict sensitive manner
  • Develop conflict sensitive tools and guidance notes to ensure conflict sensitivity analysis and acceptance approaches are safely integrated into DRCs programme design, implementation and monitoring
  • Ensure teams are aware of and trained in tools/SOPs developed;
  • Provide strategic and technical guidance to programme staff in effective on-going monitoring on programme objective/outcomes/impacts, rendering technical advice for fine-tuning plans/modalities to ensure conflict sensitive and do no harm approaches where required.
  • Quality control; carrying out regular site visits and ongoing discussions with the team to ensure that services provided are conflict and gender sensitive; making recommendations and working with the team to ensure recommendations are applied. This will include working collaboratively with technical coordinators as well as field programme and programme support teams.
  • In collaboration with the programme, programme support, liaison and safety team, coordinate and conduct a comprehensive up to date analysis of relevant national and international stakeholders, including actor mapping, power analysis, profiling and documentation. Ensure that this remains updated and is shared with the team
  • Work closely with the HOP, AM, the Safety Advisor and wider programme and programme support teams to ensure that the analysis informs our access and acceptance strategies
  • Act as the focal point for access strategy development;
  • Promote the integration of a gender perspective in all aspects of work, including gender-sensitive perspectives, in the design and implementation of programming tools, guidance documents, research and advocacy recommendations

 

 Research & Analysis

  • Carry out a thorough political economy analysis of relevant formal and informal sectors, institutions, actors, relations and dynamics that have a bearing on conflict and displacement which can hinder and/or provide opportunities for timely and principled humanitarian assistance. This includes working collaboratively with the programme, programme support and safety teams
  • Develop and drive a dynamic research agenda and ensure coordination and supervision of specific thematic research. This includes the daily management and implementation of the project, including timely production of deliverables, budget management, oversight of consultants, and donor reporting
  • Identify and establish collaborative research partnerships and initiatives with relevant organisations, institutions and individuals
  • Develop, publish and disseminate high quality research outputs, including user-friendly knowledge products such as analytical documents, policy papers, desk reviews, and comparative studies
  • Collaborative development and dissemination of conflict sensitive approach and principles for DRCs response in Libya
  • Contribute to development of systems and processes for internal knowledge dissemination, management and retention, ensuring research findings or/direct field programming actively contributes to relevant, responsive and adaptive programming and advocacy by DRC and partners. This may include actively participating in the exchange of best practice and resources and contribute to the development of strategies resources and documents.

 Coordination, networking and representation

  • Build network with relevant stakeholders to gain access to and exchange information and analysis on the context and conflict in Libya; and foster partnerships and networking with non-humanitarian actors
  • Convene workshops, roundtables, and trainings to foster a better analysis and understanding of emerging trends and thematic issues as well as facilitate learning and coordination amongst humanitarian actors and donors
  • Provide contextual analysis briefings to inter-agency forums, donors, and the diplomatic community; and offer advice on conflict-sensitive approaches to humanitarian assistance
  • Produce analytical reports on the conflict and humanitarian/protection crisis in Libya with a view to supporting strategic and operational decision-making
  • In coordination with SMT, contribute to key humanitarian policy and advocacy efforts in line with DRC Libya’s advocacy strategy.
  • Other tasks as delegated by the Head of Programme

 About you

To be successful in this role we expect you to have a minimum of 5 years of progressive experience conducting political economy analysis, including designing and developing conflict sensitive programming in crisis-affected/fragile contexts for international humanitarian organisations. Moreover, we also expect the following:

Required

  • Strong analytical and conceptual skills with knowledge of analytical tools employed in crisis-affected/fragile contexts and proven experience in developing conflict sensitive principles and approaches
  • Master’s degree in a relevant subject, such as Conflict Management, Peace, Humanitarian Assistance or international relations.
  • Sound experience in incorporating Political Economy Analysis learning into programme design, monitoring, evaluation, indicator development, impact analysis, and collaborative learning
  • Knowledge of and experience with a range of research approaches that support and/or complement political economy analysis, including qualitative and quantitative research, conflict assessment and gender analysis
  • Proven experience working with government authorities, civil society organisations and academic institutions
  • Demonstrable understanding of the role that formal institutions and informal social, political and cultural norms play in shaping human interaction and political and economic competition
  • Experience drafting user-friendly knowledge products such as analytical documents, policy papers, project and programme documents, baseline studies, desk reviews, and comparative studies
  • Strong capacity building, facilitation, and presentation skills
  • Ability to work flexibly in a diverse team; with proven leadership skills
  • Strong capacity in influencing, negotiation and liaison skills with a range of stakeholders and represent in complex environments
  • Fluency in written and spoken English

 

Desirable

  • Prior experience in working in protection, livelihoods, cash programming would be desirable
  • Knowledge of Arabic an asset

Contract length: 12 months renewable pending on both funding and performance
