NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                                Camp Management Project Coordinator

   The purpose of the Camp Management Project Coordinator is to be line management of CC project field staff, Contribute to CC strategy development, project proposals and provide input on needs and gaps, Provide regular progress reports to PM ,Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist, Promote the rights of IDPs/returnees in line with the advocacy strategy, and Adherence to NRC policies, guidance and procedures.

Responsibilities:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Line management of CM project field staff (Officers and Assistants) – including following all performance management protocols.
  • Work with project field staff and Project Manager to ensure effective weekly and monthly planning and implementation of CM project activities, according to annual workplans.
  • Support development of spending and procurement plans according to budgets and NRC procedures.
  • Ensure proper project documentation in line with M&E plans and donor requirements.
  • Monitor and enhance technical quality of project implementation through field work to supervise staff on-the-job; provide feedback accordingly and work with PM to ensure capacity building of project staff.
  • Ensure that projects target beneficiaries most in need of protection and explore and assess new and better ways to assist them; promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Cooperate closely with counterparts from other NRC core competencies to ensure integration of NRC services in community center and ensure the same of project staff.
  • Adhere to NRC policies, guidance, and procedures.

Our Ideal Candidate:

University degree, Master’s degree preferred, Experience from working in a managerial position relevant to project, implementation in an IDP Camp, Previous experience from working in complex and volatile contexts, Documented results related to the position’s responsibilities, Knowledge about own leadership skills/profile, Very good interpersonal skills, and ability to deal with government stakeholders, NGO partners, and displaced people, Fluency in English and Arabic, both written and verbal.

Additional Information:

Contract period: 5 months (with the possibility of extension subject to funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Nineveh - Hamam Al Alil
