 NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2019, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                                      CCCM Access Officer

        The CCCM Access Officer is an Officer-level position in NRC and part of the Camp Management and Camp Coordination Department, based in the field. The CCCM Access Officer is responsible for engaging with the community, providing important messages, and supporting their participation in all aspects of life in the camp.  This includes support to supervising a team of community support workers, and assisting in the supervision of watchmen.

Responsibilities

  • Build relation with community members, including groups with special needs; community representatives.
  • Ensure maintenance of humanitarian space of IDP camps in Hammam al Alil.
  • Work with camp residents to understand issues faced by camp residents, and work with CCCM Coordinator and Camp Manager to identify solutions.
  • Supervise and report on issues reported by community support worker team members.
  • Promote the Camp Access SOP while liaising with other organizations if required.
  • Administer documents related to community support workers, including time sheets, sign-in sheets, daily reports and more.
  • Liaise with partner organizations, with supervision from CCCM Technical Officer, on issues of camp entry and exit.
  • Organise and provide support to training on protection and other issues for community support workers.
  • Attend onsite coordination meetings pertaining to CCCM activities and development to avoid duplications of activities.
  • Provide project-level and field-level capacity building for staff, communities and local government (if required by the project).
  • Monitor and report the progress of CCCM projects from beginning to end.

Our Ideal Candidate:-

University degree. Experience of working in CCCM or in protection preferred. Experience with NGOs. Complete fluency in written and spoken Arabic.Very good knowledge of written and spoken English.Ability to communicate effectively with people of all ages, genders, education levels, and backgrounds.  Good reporting and coordination skills. Very strong inter-personal skills. including communication skills, both written and verbal.Ability to work in Hamam al Alil, and provide own transportation and accommodation.

Additional Information:

Contract period: 5 months (with the possibility of extension subject to funds)
