Background/IRC Summary:
In 2017, Sesame Workshop and IRC won the inaugural MacArthur Foundation 100&Change competition, a $100 million grant to make measurable progress toward solving a significant problem. In 2018 the LEGO Foundation made an additional investment to Early Childhood Development Programming in the Middle East and Bangladesh, further contributing to this effort. The Ahlan Simsim program is five-year intervention to bring vital early learning and nurturing care to more than nine million children and families affected by the ongoing civil war in Syria. Among other activities, the program will create multimedia programming for children affected by the conflict. Together with the Sesame Workshop, we will develop a pliant platform to reach young children and their caregivers wherever they are and measure how we impact their lives. The Ahlan Simsim team is currently looking for 3 months cover for the Integrated Early childhood Development Coordinator role reporting to the Senior Integrated Protection Coordinator in Jordan and the regional Deputy Project Director. The I-ECD Coordinator will serve as the project lead for IRC in Jordan and provide technical direction and leadership for the creation and implementation of high-quality ECD programming and content within the region.
The I-ECD Coordinator TTA will be responsible for four key objectives:
- Project and staff management: provide leadership, supervision and guidance to the ECD team in Jordan, ensure donor compliance and appropriate and timely spending of grants, support the development of new business concept notes and proposals and the submission of timely and accurate reporting requirements;
- Program Quality and Implementation: Execute effective deployment of ECD resources and materials to support parenting/home visiting programs and child facing programs, as well as the implementation of sound M&E systems and research-driven efforts as per pre-existing work plans;
Partnerships: Maintain and strengthen productive relationships with ECD-focused organizations and networks, technical experts, government agencies and donors within Jordan, in coordination with the Regional Project Director and the Regional Technical Lead for ECD.
Representation: Represent IRC and the Ahlan Simsim project inside Jordan at strategic meetings and events in close coordination with the Regional Project team and IRC Jordan Deputy Director of Programs;
Specific Responsibilities:
- Program Quality and Implementation
- Execute the work plan and relevant ECDs budgets during the TTA;
- Ensure technical quality and roll out of ECD trainings and materials for relevant staff, collecting and providing feedback on materials and approaches to ECD Technical Lead as needed;
- Ensure regular follow-up on monitoring data relevant to the Ahlan Simsim project and other ECD initiatives inside Jordan;
- Support the implementation of the Jordan Strategic Action Plan (SAP) by ensuring that program activities align and contribute to achieving selected pathways of the prioritized signature and core sub outcomes;
- Collaborate with Ahlan Simsim regional team and IRC program teams as needed for implementation;
Internal and External Representation
- As ECD focal point at country level, participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making;
- In coordination with the Deputy Director of Programs and Regional Project Director, participate actively in external coordination forums and represent the IRC and Ahlan Simsim to UN, international and national NGOs, line ministries, and key ECD actors;
- Coordinate and support external missions, visits and other communication and visibility activities related to Ahlan Simsim project in Jordan;

Partnerships & Scaling
- Work in close collaboration with the Partnership unit to follow up on the execution of partnership and scaling plans as needed;
- Provide guidance and support to the Partnerships Managers in building and maintaining strong relationships with local partners and strategic stakeholders;
Grant Monitoring and Business Development
- Support and ensure donor compliance, including appropriate and timely spending of grants to achieve program goals, use and distribution of supplies and resources.
- Support the development of new business concept notes and proposals for the continuation and expansion of ECD programming in Jordan, in particular the project with the LEGO foundation;
- Ensure the submission of timely, accurate and well written donor reports and monhtly reporting requirements for all ECD programming in Jordan;
- Work closely and coordinate with IRC other technical unit, logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings and participation in bids opening and review.
Staff Management and Development
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance;
Key Working Relationships:
- Position Reports to:Senior Integrated Protection Coordinator and Deputy Project Director of Ahlan Simsim
- Position directly supervises: Research Manager, Development Manager, Operations Manager, Partnerships Manager;
- Other Internal and/or external contacts:
- Internal: Regional Technical Lead ECD (Ahlan Simsim), Regional Research Lead (Ahlan Simsim), other IRC programs and support departments, HQ-based TAs and technical specialists.
- External: Implementing partners (NGOs, CBOs and other local organizations), relevant Ministries and government officials, sector coordination and working groups.
Qualifications
- Proven experience in managing and/or technically supporting early childhood development, education or child protection programs
- Strong capacity building skills
- Prior experience and excellent understanding of working in emergency settings or insecure environments
- Strong leadership, management, project planning, monitoring and evaluation, analytical interpersonal and communication skills
- Strong budget management and reporting, skills; and an ability to oversee multiple awards from avariety of donors
- Strong written and oral communication skills, comfortable in a multi-cultural environment and effective in representation
- Able to respond rapidly to changing environments and work under pressure
- Excellent Computer skills: MS Word, Excel
- Fluency in Arabic is a plus, and excellent English (written and speaking).
