Job Description

The ERM protection coordinator is responsible for supporting the ERM program in integration and mainstreaming of protection within emergency response activities to a high technical standard. In coordination with the ERM coordinator and implementing partners, a protection strategy under ERM will be developed. The protection coordinator will support in the development of ERM protection tools. The protection coordinator will receive real-time protection data from partners in order to report to and inform relevant stakeholders on some of the key protection issues facing emergency caseloads as identified through ERM partners. In coordination with the ERM Information Management actor, the ERM protection coordinator will use protection data to increase evidence-based advocacy around protection concerns facing crisis affected populations in Afghanistan. The protection coordinator will ensure that the ERM protection programming is implementing in a coherent and harmonious way across intervention areas and partners. 
Although hosted by the IRC, and following its organizational procedures in logistics, finance and security, there will be a degree of separation and independence of the ERM protection coordinator, as the IRC is also part of the consortium
Major Responsibilities 
Strategic planning and project leadership:
•Facilitate the development of a dedicated protection strategy with the ERM implementing agencies. 
•Guide the strategic development of the ERM protection program for current and future ERM program cycles.
Coordination, advocacy and representation:
•The development of protection assessments and regular monitoring reports aimed at generating a strong evidence base for ERM programming and relevant stakeholders, as well as informing advocacy efforts.
•Utilize protection data analysis to undertake evidence based protection advocacy to relevant stakeholders (donors, clusters, NGOs, government etc.) 
•Coordinate monthly ERM protection meetings with relevant organizations/focal points 
•Represent ERM’s protection programming in relevant fora (clusters, working groups, coordination meetings etc.) 
•Support the development of an ERM advocacy plan in coordination with the ERM coordinator through analysis of the policy environment and protection trends.
Technical leadership:
•Knowledge Management: In coordination with the ERM coordinator, document lessons learned, interventions, activities, Standard Operating Procedures, Terms of References, processes, operational and advocacy strategy, methods and techniques and on the experiences acquired by the ERM
•Ensure that partners have the capacity to mainstream protection across the implementation of ERM activities through developing and rolling out a dedicated mainstreaming capacity building plan for each partner. 
•Develop common tools including rapid protection assessment and monitoring forms, household referral and individual protection assistance forms. 
•Support the development of integrated referral pathways between partners and relevant stakeholders.
•Lead a comprehensive assessment of opportunities for greater cross-sector integration and protection mainstreaming within the ERM; And as required, support development and review of ERM SOPs, tools, training modules, to ensure protection principles are integrated wherever possible.
•Provide technical support to ensure  partner’s ERM Protection programs including protection monitoring and rapid protection assessment, quality referrals and information dissemination, protection case management, individual protection assistance,  are in line with international best practice
•Work with the ERM’s information management focal point on development of protection monitoring tools to support evidence-based protection reporting and advocacy

Indirect Reporting: Deputy Director of Programs, Deputy Director - Emergencies

External:  ERM Partners, Coordination forums in Kabul

Qualifications

•Proven experience in a similar complex emergency content
•Willing to work in a restricted and insecure environment 
•Bachelor’s degree in a relevant field, Master’s degree preferred 
•Three years’ experience implementing similar programming in an emergency or complex emergency context
•Some experience with Protection and Rule of Law programming is important; Demonstrable knowledge of and commitment to women’s protection and empowerment, and child protection.
•Applied experience in case management, protection monitoring, and developing and implementing protection referral structures 
•Strong team and people leadership, management, organizational and development skills
•Strong program and budget management skills including planning and reporting across multiple grants
•Strong written and oral communication skills, effective in representation and liaison with external parties
•Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively
Working Environment
Position is based in Kabul and must comply with IRC Afghanistan’s security protocols.
