Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized around three main units\: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture(crop), Livestock, Fisheries, Natural Resource Management, Food information Systems and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's Programme and portfolio as foreseen in the project.

Reporting Lines

The Agriculture and Food Security Consultant - Livestock Monitoring Information Systems will work under the overall supervision of the Deputy Country Representative for South Sudan and the direct supervision of the Animal Health and Production Specialist, and with technical support from the FAO Team, including relevant technical divisions in Headquarters and in close cooperation with local authorities.

Technical Focus

The incumbent will be responsible for leading the implementation of the Livestock Monitoring Information Systems strategies, ensuring the CLiMIS website is updated, data is analyzed and reports are produced regularly. General functions include capacity building, assessments, analysis, dissemination and representation of FAO in relevant forums.

Tasks and responsibilities

  • Capacity building for livestock production and market prices information systems
    • Ensure weekly updates of monitoring information. Following up with partners to ensure data is reported in all monitoring points according to agreement;
    • Data processing and management including data entry, cleaning, and regular follow-up with partners;
    • Support through training, coordination and joining field teams for data collection during regular and ad hoc livestock production, livestock and food market prices;
  • Expansion of the livestock monitoring information systems and partnerships
    • Expand the network of monitoring points across the country;
    • Identification of partners and functional mechanisms for working with the partners;
    • Facilitate cost-effective and efficient mechanisms for facilitating payment for incentives, where necessary.
  • Supervision, quality control, analysis and dissemination
    • Regular analysis and dissemination including presentation to network partners and early warning stakeholders on key outcomes;
    • Strengthen of the livestock monitoring information systems including through regular meetings with partners. The information and data collected will be used to design appropriate livestock sector interventions;
    • Update information and promotion of the use of Crop and Livestock Market Information Systems (CLiMIS) to access relevant information;
    • Update information on the role played by livestock in human nutrition as well as gender dynamics in the livestock sector;
    • Collection of information on livestock productivity / production, rangelands and livestock based alternative livelihoods and value chains.
  • Any other duties as requested from time to time
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Tasks and responsibilities

  • University degree in Animal Production / Animal Sciences, Food Security, Agricultural Economics, Range Management or other fields related to the FAO mandate;
  • Five years of relevant experience in livestock and/or food security livelihoods and information management and analysis;

Technical/Functional skills\:

  • Capacity to coordinate an Livestock Monitoring and Reporting, and food Security and Livelihoods interventions;
  • Extensive knowledge of the livestock sector in South Sudan and extensive knowledge of working with agro-pastoralists in various locations field locations in South Sudan;
  • Capacity to analyze and produce high quality livestock sector assessment, analysis and monitoring reports;
  • Demonstrated use of initiative and ability to make appropriate linkages in work requirements and anticipate next steps;
  • Ability to plan and prioritize work
  • Demonstrates openness in sharing information and keeping clients and colleagues informed;
  • Speaks and writes clearly and effectively in English.
