Description

Assigned as integrated support to the Directorate of Space Transportation, the postholder will report functionally to the FLPP Programme Manager for project-specific responsibilities and duties. For maintaining professional standards, implementing ESA’s general Product Assurance & Safety (PA&S) policy and contributing to corporate tasks (e.g. reviews, standardisation, alerts, lessons learned), the incumbent will report hierarchically to the Head of the Product Assurance and Safety Department via the Head of the Coordination and Management Support.

The postholder is responsible, within the framework of ESA Programmes and activities, for the overall implementation of PA&S requirements and activities for the Future Launchers Preparatory Programme and demonstrators (Prometheus). The incumbent is also responsible for knowledge management deployment within the Directorate (in particular management of lessons learned). During the Ariane transition period, the incumbent will support the Ariane PA&S function.

Training and familiarisation with the parent Department’s mandate, processes and procedures will be part of this assignment.

Duties

Within the FLPP projects governance structure, specific responsibilities and duties include:

  • identifying/monitoring the support required to perform the functions under this responsibility;
  • preparing the audit plans, and carrying out quality/technical audits as required;
  • establishing and maintaining the PA&S requirements baseline for projects/products, in compliance with general PA&S policy and any legally-applicable requirements, incorporating from past launchers lessons learned and best practices within the profession;
  • preparing the approval or endorsement of relevant PA&S documents (ESA, contractors);
  • reviewing contractors’ plans and specifications proposed for the execution of FLPP programmes (including Prometheus), ensuring that PA&S requirements are fully taken into account throughout the contractual chain;
  • verifying fulfilment of PA&S requirements during reviews and other milestones, participating in safety and design reviews (PDR, CDR, QR, FACR); managing related PA&S actions/recommendations;
  • guiding, monitoring and assessing contractors’ implementation of PA&S requirements/plans and their performance/effectiveness;
  • where relevant, monitoring manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections;
  • defining formal acceptance requirements and conducting acceptance reviews of contractual deliverables;
  • managing/supporting processing of non-conformances and requests for waivers, failure reviews and PA inquiries, acceptance reviews, test reviews, MRB (Material Review Board), representing ESA in the related project board; directing/monitoring the necessary preventive or corrective actions;
  • contributing to configuration control, assessing relevant change proposals from a PA&S perspective;
  • preparing the necessary safety files, ensuring appropriate coordination with related stakeholders; monitoring critical points, reviewing RAMS documentation;
  • monitoring technical events, cooperating as relevant and interfacing with the prime contractor for related matters;  if need be, initiating audits, and/or requesting the relevant programme/project manager perform detailed technical verifications;
  • ensuring cooperation with Ariane PA&S, supporting the Head of Space Transportation PA, Safety and Quality Management Office, where relevant.

To increase synergies within the Directorate, and at the Head of the Coordination and Management Support’s request, the postholder may be assigned additional ad hoc activities supporting other STS programmes and activities (KP reviews, audits, QMS).

A Master’s degree or equivalent qualification in an engineering discipline is required.

Additional requirements

Several years’ experience in Product Assurance & Safety management is required, as is in-depth knowledge of the launchers domain and proven experience in interfacing with partners in an international environment. Good knowledge of Ariane launchers would be an asset.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
