Job Description

Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. IRC will continue working in both the camps and host community, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose of the position:

This position is responsible for overseeing all aspects of IRC's health programs in Bangladesh. As the focal point for the health program the Health Coordinator (HC) will ensure the development and implementation of the health strategy, timely implementation of quality health care programming in all project sites including budget management from diverse range of donors, development of quality proposals and fundraising, and lead external engagement with all partners, including the UN led health sector, Ministry of Health, UN agencies and other NGOs, and local partners. The Health Coordinator supervises Senior Health managers and reports to the Deputy Director of Programs. Technical support will be received from the Technical Advisors. The position is based in Cox’s Bazaar.

This position is for Bangladeshi nationals and IRC is looking for a competent and experienced Bangladeshi health professional to lead IRC’s health programme in Cox’s bazar. Bangladeshi candidates working as expatriate elsewhere are strongly encouraged to apply as IRC has a special remuneration package for returnee Bangladeshi.

Major Responsibilities:

Technical oversight and support

§Provide technical supervision of and guidance to all IRC health projects. Extend technical support and supervision to the IRC’s implementing partners as needed.

§Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.

§Promote the quality of the IRC’s health programs by setting up quality standards and quality assurance mechanisms and checks

§Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs.

§Ensure that the stated goals and objectives of all health projects are met with strong monitoring and evaluation (M&E) follow up, including any required operational research

§Set up a system for documenting IRC health program outcomes and outputs in collaboration with the grants unit and the Deputy Director of Programs.

§Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Bangladesh

§Lead IRC emergency health response, ensuring there’s coordination with other organisations

§Ensure the timely submission of quality internal and external/donor information and reports for donor reports for all health projects, including reporting against the logical framework. 

§Provide technical support to the health program for program design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with the Grants Unit, and the Deputy Director of Programs.

Program and budget Management 

§Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget.

§Monitor budget spending in line with the spending plans, budget vs actual analyses, and develop remedial plans where necessary to ensure budgets are optimally utilized;

§• Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action, and that all members of the team know their roles and responsibilities for monitoring and evaluation. 

§Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply. 

§• Monitor evolving needs of the target communities, conduct assessments on health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with Health Managers. 

§Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field.

§Promote the quality of the IRC’s health programs by setting up quality assurance mechanisms and checks in collaboration with other staff. 

Strategy, Program development and fundraising

·Participate in country Strategic Planning and ensure health programs are aligned with the Strategic Action Plan

·Lead the development of the strategy for the Health Sector ensuring processes that incorporate input from field teams, other IRC sectors, senior IRC management, and key external partners;

·Contribute to the development and implementation of the overall country program strategic direction;

·Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission;

·Coordinate with other IRC sectors (i.e. Women protection and empowerment, child protection, protection and rule of law, education) to provide relevant input and support enhancing IRC health program in Bangladesh.

·Advance partnership model and ensure increased delivery of IRC work through partners

·Keep abreast of new funding opportunities and raise funding to meet IRC ambition for the health sector

Staff management

·Ensure timely recruitment of staff and provide management oversight for the health sector staff

·Build the capacity of Health team members in relevant technical and management competencies.

  • Put in place performance management systems, and ensure annual performance objectives are set and reviewed on a timely basis.
  • Review performance of health staff in the field and Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths

Coordination, Representation and Advocacy

·In coordination with the Deputy Director of Programs, actively develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

·Represent IRC to local communities, government departments, international agencies, local partners and donors as required.

  • Enthusiastically build strong working alliances with other international and national actors/organisations working health sector programming and advocacy
  • Develop policy papers based on evidence generated from health data analysis
  • Active representation in and coordination with health sector and sub sectors and government forums

Major Challenges/Difficulties of this Role:

Qualifications

Experience (Including Sector/Industry):

Health professional (MD, MPH), MPH is strongly preferred, with clinical practice

• At least 6-8 years’ relevant experience (including 2-3 years in the similar role) with direct management of the development and implementation of health sector strategy and programs in complex humanitarian and development settings including in Bangladesh

Have experience in setting up and running PHC, SRH and BEmONC projects

• Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation. 

• Excellent leadership, communication, and facilitation skills. 

• Excellent interpersonal, coordination and networking skills.

• Experience with situation analysis and health assessments.

• Experience in capacity building and mentoring of staff. 

• Excellent problem solving skills, and demonstrated ability to handle pressure and improve. 

Knowledge, Skills & Competences:

·Good understanding and experience of working / dealing with GoB’s health sector architecture in Bangladesh preferably in Rohingya crises;   

·Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.

Excellent leadership, communication, and facilitation, interpersonal, coordination and networking skills.

·Excellent English and Bangla language communication skills, both written and verbal.

  • Excellent database, data management and data analysis skills

·Strong commitment to IRC’s mission, purpose and values

Specific Educational Qualification:

·Master’s degree in medicine or medical doctor

Professional degree / Certification:

·Certification in Project Management an added advantage
