International Health Finance Consultant

Kabul (Afghanistan)

Purpose of the Consultancy

The purposes of this consultancy are as follows\:
    1. To undertake a desk review and in-depth to prefill the matrices based on previous situation analyses and expert opinions. Conduct consultation workshop(working groups)with stakeholders for completion of the WHO progress matrices;
    2. Work with the team in assessing the Public Financial Management (PFM) system and its alignment with health financing requirements and update the fiscal space analysis ( as part of the progress matrices)
    3. Based on the findings from the in-depth situation analysis support the team in preparing\:
      1. Report on comprehensive situation analysis of health financing in Afghanistan
      2. Develop a Policy Paper on Health Financing Options for Afghanistan.
Background
Afghanistan has made considerable progress in expanding access to essential health services and improving the health outcomes of its population in a very difficult security situation. Life expectancy, under-five and maternal mortality have improved significantly since the implementation of the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS). However, the health system is underfunded; health expenditure per capita was US$ 71 in 2014. Health financing also places a considerable burden on households; direct out-of-pocket (OOP) expenditure by households accounted for 72% of total health expenditure. Donors and the government contributed 23% and 5% of total health expenditure, respectively. Given low government funding and dependence on donor financing, it is essential for Afghanistan to reform its health financing system to move towards universal health coverage (UHC).

OVERALL RESPONSIBILITIES

The consultant will work with WHO Afghanistan country office team, the MoPH HEFD to conduct a Comprehensive in-depth situation analysis of the country health financing system.
SPECIFIC RESPONSILITIES
  1. To undertake a desk review and in-depth to prefill the matrices based on previous situation analyses and expert opinions. Conduct consultation workshop( working groups )with stakeholders for completion of the WHO progress matrices;
  2. Work with the team in assessing the Public Financial Management (PFM) system and its alignment with health financing requirements and update the fiscal space analysis ( as part of the progress matrices)

Output 1\: Review of background documents, prepare for the workshop (working groups) in Kabul
Deliverable 1.1\: Brief progress report, the detailed plan
Output 2\: To get the stakeholder comments and complete the WHO progress matrices
Deliverable 1.1\: Completed progress matrices and notes (records) of stakeholders meetings/workshop
Deliverable 1.2\: Report on comprehensive situation analysis of health financing in Afghanistan
Deliverable 1.3\: Develop a Policy Paper on Health Financing Options for Afghanistan.
Output 3\: Work with the team in assessing the Public Financial Management (PFM) system and its alignment with health financing requirements.
Deliverable 1.1\: Update the fiscal space analysis previously conducted in AFG.
Specific requirements
Qualifications required\:
  • University Degree in economics, health economics, public health or related fields.
  • A minimum of 5 years of experience working in similar roles.
  • Experienced in conducting comprehensive in-depth situation analysis of the health financing system
  • Experience on preparing policy options and road map for achieving UHC
  • Good understanding and knowledge of health financing reforms
  • Excellent report writing skills
  • Excellent English communication skills, both verbal and written is strongly desired
Experience required\:
  • A minimum of 5 years of experience working in similar roles.
Skills / Technical skills and knowledge\:
  • Experienced in conducting comprehensive in-depth situation analysis of the health financing system
  • Experience on preparing policy options and road map for achieving UHC
  • Good understanding and knowledge of health financing reforms
  • Excellent report writing skills
Language requirements\:
