Overall purpose of the role: 

The Moroto Base Manager supports the Country Director in the operational oversight and field implementation of all components of Projects in Karamoja, Uganda. The Base Manager liaise and coordinate closely with the government /district line ministries, Security Providers and other stake holders in the implementation of the projects. The Base Manager is also responsible for the day to day oversight, supervision and discipline of a number of national staff in Moroto.

Responsibilities:

  • Ensure programs are implemented as per the work plan.
  • Lead the Team in Karamoja in implementation of activities as security providers training team plan and deploy the training team.
  • Ensure that the teams prepare weekly work plans and submit it to the respective department at Country office.
  • Ensure that all departments coordinate and ensure timely logistics support, transport and other support for the field activities are coordinated in timely fashion with the logistics and administration department.
  • Plan/advise/conduct relevant training for the staff capacity development.
  • Ensure smooth coordination with the district, sub-counties and parish authorities for the implementation of activities.
  • Ensure discipline amongst all National staff, coach and build capacities and ensure a good morale is maintained.
  • Advise the Country Director on the emerging issues with National Staff and present solutions
  • Plan and approve leave schedules of the National staff.
  • Ensure correct financial procedures are followed and advise on improving the performance.
  • Ensure that team's monthly procurement plan for activities for next month is submitted to the logistics department by the end of current month.
  • Ensure order requests are duly filled well in advance by the CSAs for the activities to be carried out to provide logistics department adequate time for planning.
  • Conduct weekly and Monthly cash counts in the Karamoja Field office
  • Uphold DRC's international code of conduct.
  • Carry out budgetary duties in the Karamoja field office.

  • Base Manager – Management, program development, Liaison & coordination 2018 to Date
  • AVR Project Manager – Project implementation, Reporting, Liaison & coordination, Planning & Budgeting 2015 - 2018
  • Project Manager Cross border programing – operational oversight, direct implementation, coordination, Planning & budgeting 2014 – 2016
  • Reception Centre Supervisor – Record Management, welfare management, planning and Budgeting 2013 -2014
  • Project Coordinator – M & E, Activity implementation, reporting, coordination, administration, Budgeting
  • Project officer – Monitoring, Work Planning, Capacity building of staff, Logistics support, coordination and budgeting 2011 -2012
  • Community safety Advisor- Facilitation skills, planning, liaison and coordination 2010 - 2011

Education:

  • Post graduate diploma in Project planning and Management
  • Certificate in Project Monitoring and Evaluation
  • Certificate in DDGs facilitators Training on CSP & CPDC
  • Bachelor’s Degree in Arts in Social Sciences
  • Uganda Advanced Certificate of Education (UACE)
  • Uganda Certificate of Education (UCE)

Languages:

  • Fluency in English.
  • Fluency in local languages would be an asset.
