STANDARD MINIMUM QUALIFICATIONS

Education:

Master’s degree in political/social sciences, international development, social policy, or related fields and three years of experience, or First University Degree with additional years of relevant work experience.

Experience:

    • Exposure to humanitarian and/or development fields
    • Relevant policy and strategy experience in policy discussion and decisions
    • Proven ability and experience in the coordination of interagency networks, partnerships, strategies and communications initiatives
    • 3 years of professional work experience.
ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. To continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is in the process of reshaping its engagement and support for enhanced resilience and national social protection systems, to support governments and communities with their hunger-fighting strategies.

In recent years, WFP has experienced a paradigm shift in response to an evolving operating environment that requires the UN agency’s technical expertise not only in the delivery of food assistance, but also in the development of sustainable hunger-smart and nutrition-sensitive solutions that will support progress towards Sustainable Development Goal (SDG) Two: “End hunger, achieve food security and improved nutrition, and promote sustainable agriculture”.

This shift means that WFP Middle East, North Africa, East Europe and the Central Asia region needs to focus on providing technical advice and operational services aligned with national social protection strategies (when available) and frameworks, national adaptation plans for climate change and other national plans and priorities for reducing vulnerability and enhancing resilience. Efforts from WFP towards 2030 Agenda need to influence the design of these programmes and these efforts should yield high and significant impact on nutrition status and contribute to improved food security outcomes.  

WFP’s Regional Bureau for Middle East, North Africa, East Europe and the Central Asia region (RBC) is looking to reshape and/or expand its support for enhanced resilience and support to national social protection systems in the areas of nutrition, food security and emergency response. RBC provides strategic guidance, policy/technical support and direction to WFP operations and activities in 17 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyz Republic, Lebanon, Libya, Morocco, Palestine, Sudan, Syria, Tajikistan, Tunisia, Turkey and Yemen.

In this context, WFP is seeking to enhance its capacities to support regional and country level efforts through the recruitment of a Programme Policy Officer. This post will be based in the resilience and social protection team under the supervision of the Regional Advisor for Resilience.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Provide WFP country office technical and backstopping support, providing technical guidance as required, including through field missions, and facilitate the development of an internal community of practice amongst staff
  2. Contribute to ongoing strategic planning processes at country and regional levels on resilience and social protection and support the improved positioning of WFP in this area, vis-à-vis internal and external stakeholders
  3. Support the planning, design and start-up implementation of specific climate finance related efforts at country level, including development and review of proposals related to the Green Climate Fund, the Adaptation Fund, and other funds and donors as relevant
  4. Research and analyze policy and operational issues to support the development of country strategies, programme and activities
  5. Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, support the organization of external presentations and events showcasing WFP experience and learning, and promote effective information-sharing and exchange
  6. Contribute to the preparation of reports on programme activities to support decision making and information sharing
  7. Contribute to coordination of regional WFP programme and policy initiatives such as the SDG Climate Facility, including associated resource mobilization efforts
  8. Support the development of existing partnerships and identification of new ones, including with other UN agencies, the League of Arab States, and other regional institutions, academia and initiatives
  9. Liaise with other functional sections and units to ensure effective internal collaboration
  10. Perform other duties as required.

Knowledge & Skills:

  • Knowledge of major humanitarian and development challenges and issues, specifically strategies and/or policies at global/regional/national level for enhanced resilience and livelihoods, climate adaptation, disaster risk reduction and social protection

  • Excellent written and oral communication skills

Languages:

Fluency in both oral and written communication in English. Arabic is an asset
