Consultancy: Technical Consultant Data Must Speak and RBM - Education Section, Programme Division - NYHQ- REQ# 523879

The consultant will serve as a technical resource for the implementation of the DMS Project and RBM in Education section. In particular, the consultant will perform the following tasks: i) support DMS communication and knowledge management; ii) support DMS in implementing country level activities including in the development of related tools; iii) support the secondary analysis of EMIS data on the link between community participation and education outcomes; and iv) support RBM processes within the Education section including through the quality assurance and analysis of results data.

Background & Rationale 

Through the “promise renewed” commitment, and as part of efforts to strengthen organizational capacity to support quality education for all children, UNICEF has re-emphasized its focus on equity which is at the core of the 2018-2021 Strategic Plan. Guided by the Convention on the Rights of the Child, the Sustainable Development Goals, UNICEF works to ensure the right of all children to education. One of the key outputs under Goal Area 2 “Every child learns” in the 2018-2021 Strategic Plan is “Countries have strengthened their education systems for gender-equitable learning outcomes, including early learning” within which community participation in education is one of the five dimensions of an effective education system for learning outcomes.  

In order to support progress towards this output and the related output of the 2014-2017 Strategic Plan, UNICEF-Education successfully submitted a project proposal to the Global Partnership for Education/Global and Regional Activities (GPE/GRA) fund. The initiative “Data Must Speak” (DMS), started in 2014 with two pilot countries, Madagascar and Togo, and has since expanded to Chad, Namibia, Nepal, Niger, the Philippines and Zambia, with the potential for further expansion. The initiative supports the setting up of data feedback tools (such as district/school profile cards) for increasing accountability (in particular for pro-equity allocation of resources), community participation and improving school performance (learning outcomes, equity and drop-out rates’ reduction). In January 2019 $1.27 million in funding from the Hewlett Foundation was secured for Phase III of the project.   

As part of the organization wide effort to enhance the level of results based management (RBM), the Education section of Programme Division, in collaboration with the regional offices, supports country office and global reporting and monitoring e.g. through quality assurance and analysis of results data  


The consultant will serve as a technical resource for the implementation of the DMS Project and RBM in Education section. Expected results: (measurable results) 

The following results are expected by the end of the consultancy: 

  • At least three DMS knowledge sharing webinars hosted and two donor reports prepared 

  • At least three countries technically supported in the implementation of DMS and in the development of related tools 

  • At least two EMIS secondary analyses finalized as part of DMS knowledge generation activities 

  • Education RBM processes supported through quality assurance and analysis of results data.

Location of assignment: New York based, with several trips to DMS targeted countries.

 Key competences, technical background, and experience required Deadline  

  • Advanced university degree in Social Sciences, with a major focus on statistics, economics or monitoring and evaluation. 

  • Eight years of relevant work experience at the national and international levels in fields relevant to Education programmes and including experience in education economics/statistics and/or education Monitoring and Evaluation and capacity building. 

  • Extensive knowledge and experience in Excel, Visual Basic for Applications (VBA) and a statistical software (SPSS, SAS or Stata). 

  • Demonstrated experience in working with UN agencies and governments would be an asset.  

  • Fluency in English (ability to write reports in clear and readable language); French would be an asset as four DMS participating countries are francophone.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
