STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in one of the following fields: statistics, development economics, performance management, monitoring and evaluation, computer science, engineering, management information systems or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

Minimum of three years of experience in data management, analysis and/or visualization, including strong experience in working with large data sets and summarizing data for business. Past experience working on multi-cultural organization is desirable.

Knowledge & Skills:

The post requires strong technical skills on project management and leadership skills, ability to coordinate complex activities and work streams and deliver results. Strong interpersonal and communications skills. Experience is required in building analytical dashboards using Tableau Prep, Tableau Desktop and Tableau Server. Working experience/knowledge in R, SPSS, STATA and/or Python for data analysis is highly desired. Knowledge working with database systems (SQL/MySQL/PostgreSQL) is desired. Knowledge of GIS platforms/systems is desired. Facilitation and teaching skills related how to visualize data and build dashboards.

ORGANIZATIONAL CONTEXT

The Regional Monitoring team is providing technical support and oversight to 17 countries during their implementation of the Country Strategic Plans (CSP). The team guides and ensures that the CSP Monitoring, Review and Evaluation plans will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP corporate monitoring and evaluation requirements.

To ensure effective programming, it is essential that monitoring and evaluation (M&E) ensures risks are mitigated and decision makers can adjust programme based on findings coming in through M&E systems. However, the systems used in collecting data, use and visualization of findings are not yet consistent across the organization.

JOB PURPOSE

, WFP seeks to build its capacity to centrally receive, store, process and analyse digital operational data for the purpose of promoting accountability, controls and efficiencies across its programmes and use data to better inform WFP’s programme design through the analysis of data collected from humanitarian operations.

Particularly for this position, the regional M&E officer (data scientist) will focus on monitoring data visualization by developing and standardizing insightful Tableau dashboards to best leverage M&E data both within Country Offices and across the region.

The position includes also knowledge management and capacity building of M&E staff on data visualization.

KEY ACCOUNTABILITIES (not all-inclusive)
  • Produce and manage the standardization of regional M&E dashboards and reporting templates in Tableau ensuring dashboards respond to the analytics & data visualization needs of M&E.
  • Structure and maintain centralized platforms to store relevant M&E data, standard operational procedures documents and best practices from the region.
  • Engage with HQ to develop strategies for standardizing data points and analytical approaches particularly Programme Monitoring, the Tableau Platform Manager and Data Programme.
  • Work with Monitoring team analysts to establish the systematic processing, analysis & visualization/reporting of regional M&E data from beneficiaries, service providers, staff and partners.
  • Support overall systems coherence and functionality for WFP’s relevant M&E corporate and non-corporate systems and processes.
  • Ensure standard operating procedures are in place to ensure the quality and integrity of quantitative & qualitative data as well as processes.
  • Work with medium/large Country Offices to train/recruit local data analysts to perform selected analysis and visualization tasks in-country.
  • Work closely with business units to identify and report issues and use data to propose solutions for follow-up and effective decision making.
  • Support and coordinate technology, platform, data dictionary and visual analytics standards for Monitoring and Evaluation activities across the RBC region.
  • Provide trainings in COs or in RBC on data processing, analysis and/or visualization, as needed.
  • Support the implementation of guidelines and tools to facilitate the implementation of data processing, data analysis and data visualization guidelines both at RB and field level.
  • Any other duties as required.
