BACKGROUND:
As the world's largest supplier of vaccines, UNICEF faces and manages challenges for supply in support of national immunization programs and helps countries analyze and overcome obstacles to improving immunization coverage and equity. Given UNICEF’s pivotal role as a buyer in the vaccine market, as well as recognising that strengthening the capacity of Government procurement systems for immunisation supplies is a key factor to the success of immunization programmes, UNICEF Supply Division (SD) has identified strengthening national vaccine procurement practices as a key component of its approach to supporting Gavi transitioning and other middle-income countries (MICs) in ensuring sustainable access to and timely supply of affordable vaccines. Included in the scope of procurement capacity needs are procurement activities (for example, market intelligence, analysis, development of procurement strategies, tendering and order management, etc.). For those Gavi transitioning countries who intend to continue to procure through UNICEF, as well as for those looking to transition to self-procurement and already self-procuring MICs, strengthening of procurement practices will yield benefits towards achieving security of affordable, quality assured vaccines and a reduction of risk of shocks to the vaccine market. The targeted audience therefore focuses on not only Gavi-supported countries, but also those countries transitioning out of Gavi support, as well as self-procuring countries – both currently self-procuring, as well as those that have identified as wishing to self-procure in the future.
Among the activities that are being undertaken are the development of a procurement capacity assessment toolbox, which will provide information on existing resources for assessment of procurement systems with relevance for immunization supplies and resources to improve systems and practice, as well as an e-learning course on strategic vaccine procurement.
UNICEF has also developed a product-agnostic maturity scorecard to support government efforts in understanding their level of operational efficiency across the continuum of maturity. Aligned to the different supply chain areas, this model will assess the capability of public supply chains to achieve desired outcomes and will empower governments to develop gap-focused strengthening plans by identify weaknesses and priority areas and measure the achieved progress from all deployed interventions.
OBJECTIVE:
- Expand the developed standardized methodology for the vaccine procurement assessment toolbox to align it to a UNICEF-developed maturity model (which will pilot the maturity model being developed online)
- Create a public-facing webpage to mirror the vaccine procurement assessment toolbox in digestible pieces for country’s to easily use the information to assess their vaccine procurement systems
- Identify gaps/needs and areas of strengths/enablers, compared to procurement processes/needs (including key risks that should be addressed/mitigated) that may be identified through a feedback loop
- Review and edit e-learning course on strategic vaccine procurement content to ensure alignment of information across all modules, and coordinate with partners/authors of respective modules as needed
DESCRIPTION OF ASSIGNMENT:
UNICEF is seeking a qualified individual to support the development phase of two interlinked projects: (1) the vaccine procurement assessment toolbox, and (2) the e-learning course on strategic vaccine procurement. The projects will involve positioning the assessment toolbox online (in conjunction with the maturity model), reviewing content developed for the e-learning course to ensure continuity and comprehensiveness, as well as ensuring alignment between the outputs for both projects. For the assessment toolbox, the consultant will need to align UNICEF’s maturity model with the methodology for a vaccine assessment toolbox, and then convert this and the toolbox itself into an online user-friendly webpage that countries can use to assess their national procurement processes/systems. The consultant should have experience with the development of interactive webpages (preferably within Sharepoint), as well as data analysis and strategic communication. Ideally, the consultant would also have a strong understanding of procurement of essential medicines, specifically vaccine procurement systems, with an understanding of vaccine production and markets. The consultant will have access to the UNICEF-developed maturity model and assessment toolbox, as well as feedback and input from UNICEF staff, key partners and relevant vaccine industry representatives. Follow up will need to be done with government partners to gather further feedback on the process/toolbox, once it is online.
The work will also involve coordinating inputs from UNICEF’s partners on an upcoming e-learning course on strategic vaccine procurement and ensuring the course is aligned to the overall objectives. This may include following up with partners and editing the course content to ensure it is comprehensive of the topics identified.

QUALIFICATION REQUIREMENTS:
Education: Master Degree in Communications, Public Health, International Development, (Health) Economics, or in another relevant discipline
Work Experience:
- At least five years of professional relevant work experience in communications and data analysis
- Experience in developing and implementing project management tools, reporting templates, and repositories
- Strong analytical skills, oral and written communication, and stakeholder management skills
- Substantial experience in working with teams of technical experts and donors highly desirable
- Experience with adult learning and digital learning concepts, plus website development highly desirable
- Experience in vaccine markets, immunization (with a focus on vaccines) and other vaccine procurement related topics highly desirable
- Excellent command of English, both written and spoken; knowledge of other languages an asset
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships with both headquarters and field staff
- Proficiency in MS Excel, PowerPoint, Word, knowledge of PowerBI and SharePoint are considered an asset
