About the job

The Protection Manager is responsible for the effective implementation of DRC’s program of protection and humanitarian assistance to migrants and refugees in Libya. The Protection Manager is expected to provide technical guidance and leadership in all the aspects of the management of the program, including project implementation, planning and supervision of activities, coordination with partners and stakeholders, management of staff and local partners, monitoring and reporting. Your main duties and responsibilities will be:

 

Program

  • Develop and manage tools and processes pertaining to the effective management of the program, including project workplans, monthly workplans, weekly team meetings, cases review meetings etc. Oversee the planning and implementation of activities by program staff to ensure the effective and timely implementation of all projects.
  • Provide technical guidance and oversight to staff on the implementation of a wide-range of protection activities such as protection monitoring, Special Needs Fund (SNF), Individualized Protection Assistance (IPA), case management, alternatives to detention, information dissemination as well as direct assistance activities. To this end, ensure the effective use of and compliance with relevant tools, forms, SOPs etc. so as to ensure program quality and impact.
  • Overse the development of the program’s outreach strategy towards a wide range of key stakeholders such as community mobilizers, community leaders, embassies of countries of origins etc. with the aim of developing a large and diverse reach among migrant and refugee communities to enable the effective delivery of protection and assitance services to vulnerable individuals.
  • Provide strategic leadership and techncial oversight on the implementation of some program activities through local implementing partners. To this end, analyze gaps and potential for expansion in terms of territorial coverage, identify suitable local partners, conduct partnership assessments, develop and supervise projects with local partners including in terms of activity implementation, financial management, contractual agreementsandmonitoring and reporting.

 

Representation and coordination

  • Represent DRC’s Protection & Mixed Migration program towards external stakeholders, including humanitarian partners, authorities, embassies etc. In coordination with the Protection Coordinator, act as DRC’s focal point for all coordination forums related to protection and mixed migration, including the Protection Working Group (CPWG), GBV Working Group (GBV WG), Child Protection Working Group (CPWG), Mized Migration Working Group (MMWG) etc.
  • In coordination with the Protection Coordinator, coordinate at the technical and operational level with other Consoritum members to ensure effective collaboration and synergies on the implementation of the projects. To this end, contribute to the joint planning of activities and facilitate services referrals.

 

Monitoring Evaluation Accountability and Learning

  • Support the production of comprehensive, quality and timely reports for donors and humanitarian coordination forums on all program activities. To this end, and in coordination with the MEAL Manager and the Protection Coordinator, roll-out M&E tools and processes to measure program quality and impact and supervise the effective collection, management and consolidation of program-related data to ensure accurate and timely reporting.

 

 Finance management

  • In coordination with the Finance Manager, ensure the effective financial management of the differents projects budgets. To this end, plan and authorize expenditures as per existing budgets, review cash books and BFUs, produce budget forecasts and cash flow projections etc.

 Human Resources

  • Recruit, manage and supervise all staff working for the Protection & Mixed Migration program. To this end, in coordination with the Protection Coordinator, define organigram and ToRs, develop staffing plan, conduct recruitment processes and performance appraisals, coordinate leave and and missions plans etc.
  • Promote a professional environment conducive to collobration, team work and professional development. Uphold compliance of program staff with the applicable standards related to protection programming as well as internal DRC procedures and guidelines related to human resources.

Operations

  • In coordination with the Support Services Manager (SSM), oversee the effective management of all operations support activities so as to ensure the effective implementation of the program. To this end, developprocurement plans and coordinate the timely procurement and effetive management of the goods and services, including NFIS and other items related to direct assistance activities.

 

About you

To be successful in this role we expect you to have 5 years of  experience in the fields of protection and mixed migration working for international humanitarian organizations, including at least 2-3 years’ experience in a managerial capacity. Moreover, we also expect the following:

 

Required

  • Sound technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks
  • Master’s degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development
  • Excellent knowledge of the project management cycle and experience managing large humanitarian projects in complex environments, including planning and delivery, internal and external coordination, monitoring and reporting
  • Experience in managing large teams and working with local partners
  • Fluency in written and spoken English

 Desirable

  • Knowledge of Arabic an asset

We offer

Contract length: 12 months renewable pending of both performance and funding.

Band: F

Designation of Duty Station: Tripoli, Libya.

Start date: 1st of September 2019.
