Background Information - Job-specific

The Yemen Emergency Electricity Access Project (YEEAP) seeks to improve access to electricity in rural and peri-urban areas within the Republic of Yemen. It is financed by a US$ 50 million International Development Association (IDA) grant to UNOPS, which is serving as both recipient and implementing agency. Over a period of three years, the project aims to restore electricity supply to 200,000 households (1,340,000 people), 400 health facilities, and 800 schools.. An estimated 20-30% of the investment value is expected to come from locally produced goods and services that provide urgently needed jobs for young people. The project will also help reduce carbon emissions by 430,000t CO2 and contribute to meeting Yemen’s Nationally Determined Contributions (NDCs) to the Paris Agreement.

To achieve the project’s objectives, UNOPS will engage solar microfinance institutions (MFIs), solar installers and suppliers, technical service providers, and other stakeholders. Specifically, the project is structured around the following three components:

  1. Component 1: Financing for Off-grid Solar (US$42m):
  •  Under Subcomponent 1.1, UNOPS will partner with eligible microfinance institutions (MFIs), help them set up financing windows for high-quality, small-scale solar solutions for rural and peri-urban households, and provide partial grants to make the systems affordable.
  • Under Subcomponent 1.2, UNOPS will contract solar suppliers and installers to provide grant-financed solar systems to critical service facilities in rural and peri-urban areas. The scope of the subcomponent includes health clinics, schools, rural water corporations, rural electricity service providers, and other providers of critical services. Implementation will start with health clinics and schools.
  1. Component 2: Implementation Support and Market Development (US$8m): UNOPS will contract service providers and NGOs to provide market-strengthening activities.
  2. Component 3: Contingent Emergency Response Component (US$0): Zero cost emergency component that can be activated in the event of an eligible emergency situation. Initial allocation is US$0.

Under the direct supervision of the Logistics Officer, the Logistics Associate will be responsible for Logistics/ Freight Forwarding, Travel Management, Asset Management, Transportation/ Shipping, Vehicles/Fleet Management, Event and Conference Administration at Aden office and Southern Governorates.


Functional Responsibilities

The Logistics Associate will perform the following duties with full effectiveness, transparency, and integrity:

  • Implement a logistical plan to manage smoothy all imported goods to Yemen via Aden, or anyother place, in cooperation with the project team.
  • Arrange customs clearance, releases of UNOPS imported supplies, materials, and equipment.
  • Facilitate the transportation of arriving UNOPS supplies to targeted governorates and sites.
  • Liaise with relevant governmental authorities and stakeholders on all logistics needs to ensure smooth delivery of UNOPS projects’ supplies.
  • Coordinate with UNOPS main office in Sana’a for all arriving shipments and ensure that all necessary approvals are timely obtained from relevant authorities.
  • Coordinate with UNOPS suppliers, shipping agencies, and customs clearance agents to ensure safe and fast release and collection of goods and storage in line with INCOTERMS set in the contracts.
  • Check and ensure the correctness of shipping documents received from UNOPS suppliers in compliance with UNOPS requirements.
  • Represent UNOPS with all relevant authorities in Aden for customs clearance and import approvals, as well as logistics cluster meetings.
  • Manage equipment/ Assets write-offs for all items held at duty station.
  • Ensure all items held that have a limited shelf life are turned over (used or consumed) regularly.
  • Ensure all assets and equipment held by the project are stored safely, correctly, and securely depending upon the item classification.
  • Ensure UNOPS vehicles meet the organization’s requirements for safety, management of vehicle running logs, booking and assignment of vehicles.
  • Manage vehicle rentals and movement to/ from and within the southern governorates.
  • Prepare and submit logistical reports as requested by the supervisor.
  • Assist procurement team in soliciting offers, updating the vendors’ list in Southern Yemen in full adherence to the UNOPS rules and regulations.
  • Ensuring all UNOPS drivers are adhering to UNOPS driving and safety regulations.
  • Ensuring all logistical aspects of Yemen office is satisfied including the proper functioning of office utilities (e.g. Electricity, water supply, etc.).
  • Monitor and amend accordingly all movement of equipment and properties.
  • Maintain inventory system of project. Asset verification exercise to be carried out on regular basis and upon request from the logistics officer.
  • Control and update the Yemen Office master inventory and separate inventory lists for all projects funded assets through the available tools (database, spreadsheets … etc) in cooperation with the logistics officer.
  • Manage the logistics office's petty cash.
Perform any other relevant duties as required.

Education/Experience/Language requirements

  • Bachelor Degree in (Public Relation, business Administration, Supply chain, logistics, Management or Industrial Engineering). Secondary diploma with 6 years of experience maybe accepted in lieu of the BA degree.
  • Minimum of 3 years of progressive responsible experience in logistics fields is required.
  • Previous  experience of working in international organizations is an asset
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of automated procurement systems, experience in handling of web based management systems is highly desirable.
  • Fluency in both English and Arabic (written and verbal).
