About the job

DRC is preparing for a new structure to be rolled out in early 2020, which entails shifting the programme implementation away from Damascus to field bases. As such, the operation of community centers will also be part of area management portfolio. In order to prepare for this transition, DRC is recruiting a short-term Protection Project Manager (PPM) in order to harmonize overall functioning of current community centers and prepare for setting up new satellite centres to improve beneficiary outreach.

The PPM, in close collaboration with the Team Leaders, under the management of the Protection Manager, will be responsible for ensuring excellent organization and coordination of all community services activities implemented by the community centers team in the designated areas. He/She will provide technical and organizational support to both team members and persons of concern through daily guidance, coordination, capacity-building, follow-up, monitoring and reporting. This role will be based in the DRC country office with frequent travel to the field.

Duties and Responsibilities:

 

  • Develop a community center operational model and enables harmonized functioning of community centers
  • Review community center activities and develop a list of activities that contributes to sector strategies
  • Collaborate with other DRC sectors for integrated programming (Shelter/WASH, Livelihoods and Education).
  • Support programme managers to realign those activities into the new programme budget and management structures
  • In coordination with PQ team, develop SOPs for beneficiary intake, and referral mechanism (in coordination with referral consultant)

Protection related

  • Supervise effective, efficient and timely implementation of project activities in accordance with agreed standards and procedures.
  • Lead the team in regular planning of programme and project activities based on DRC Syria Protection Strategy.
  • Prepare, implement and report regularly on the status of project work plans including accurate project indicator tracking.
  • Coordinate with the DRC Programme Quality team in ensuring that monitoring and evaluation is undertaken regularly and efficiently.
  • Undertake very regular field visits to monitor implementation and ensure standards are upheld.
  • Financial and budgetary oversight for the Community Centre Services sector in collaboration with Protection Manager.
  • Monitor and report on protection trends in areas of implementation, drawing on feedback from persons of concern, staff, working groups, media and other sources.
  • Liaise with HR on all matters related to personnel including recruitment, performance and other team-related issues.
  • Contribute to proposal development in collaboration with Team Leaders and Protection Manager.
  • Maintain excellent relations with persons of concern, staff, community leaders (if applicable) and authority figures.
  • Prepare for establishment of satellite centers in new areas

Any other duties as may be assigned by the Line Manager

 

About you

To be successful in this role we expect you to have

Required

  • Bachelor’s degree in relevant field.
  • Minimum five years of experience with INGOs in related activities/projects in Syria.
  • Relevant professional experience of not less than 3 (three) years in managing community services activities.
  • Familiarity/prior experience with DRC or similar organization and persons of concern (including internally displaced persons, returnees, refugees)
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Fully supportive of DRC mandate and values.
  • Sound understanding of humanitarian and protection principles and their application.
  • Familiarity with protection programming in legal, psychosocial support and child protection sub-sectors.
  • Good Knowledge of Microsoft Office
  • Excellent command of both spoken and written English & Arabic languages.

Desirable

  • Master’s degree in relevant field

We offer

Contract Length:  up to six months contract, renewable dependent on both funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
