The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



NRC in Syria
NRC is in Syria to support people affected by forced displacement (IDPs, returnees, host community etc.) so that they can have access to timely and effective assistance, to cope with the crisis and when the crisis ends return and rebuild their lives. Since the start of its activities in mid-2016 in Syria, NRC has reached with humanitarian assistance more than 360,000 people, out of which more than 150,000 reached in 2018 alone in the Governorates of Damascus, Aleppo and Rif Damascus.
NRC will continue to apply an integrated programming approach, where Education, capacity building, Shelter/WASH, and Food Security and Livelihoods (FSL) programmes work jointly to enable displacement-affected populations to meet their basic needs, enjoy their rights, and benefit from pathways to durable solutions.

Background
The purpose of this position is to support the day-to-day implementation of the Shelter/NFI/WASH projects delivered by NRC in Northern Area Office.

Job description


1. Project Implementation: Responsible for assuring the high quality implementation of all Shelter/NFI/WASH projects throughout the full project cycle. Depending on the needs of the successful project implementation.
2. Assessments Responsible for supporting & guiding the Implementation of Shelter/NFI/WASH technical components of Area-Office-level needs assessments.
3. Raise Program Standards: Responsible for developing the different projects through conducting technical research (new technologies) and market visit (material availability, pricelist update, etc.) and analyze available data to optimize future interventions
4. Project Mentoring &Evaluation Responsible for assuring that the Mentoring &Evaluation Unit is supported by more junior staff in achieving accurate and high quality Monitoring and Evaluation activities in accordance with the Syria Response Mentoring &Evaluation Strategy, tools and guidelines.
5. Protection Mainstreaming: Responsible for supporting the Protection Unit and more junior staff in protection mainstreaming in all Shelter/NFI/WASH activities throughout the project-cycle. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
6. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members; Shelter/NFI/WASH project team, other Core Competencies team in addition to the Support Teams.

Our Ideal Candidate
• Bachelor Degree or above in Engineering (Civil, Architect, or equivalent), a Master degree is a plus
• Minimum of 5 years of work experience in similar field of construction.
• Working in a humanitarian/recovery context is a plus.
• Skills in using CAD and other essential engineering software.
• Knowledge of the context in Syria.
• Experience with remotely managed programming
• Experience of working in complex and volatile contexts.
• Fluency in Arabic & English, both written and verbal.
• Knowledge of computer skills & MS Office software.

Additional Information
Contract period: Up to one year, renewable based on NRC fund and performance.
Salary/benefits: According to NRC's salary scale and terms and conditions
