Organizational Setting
Within the Fisheries and Aquaculture Department, FishCode promotes and supports the implementation of the Code of Conduct for Responsible Fisheries and assists in streamlining the Organization's Blue Growth Initiative (BGI) in actions aimed at food security, poverty alleviation and sustainable management of living aquatic resources into national fisheries policy. FishCode has been supporting the formulation and development of the Fish4ACP (Sustainable development of fisheries and aquaculture value chains in African, Caribbean and Pacific Group of States), which aims at improving the sustainability of fisheries and aquaculture value chains through five main components/specific objectives\: i) Robust fisheries and aquaculture improvement strategies are developed and agreed with stakeholders; ii) Economic performance of micro, small and medium enterprises (MSMEs) in selected value chains is improved; iii) Inclusiveness and the social sustainability of selected value chains are improved; iv) The environmental sustainability of selected value chains is enhanced; and v) MSMEs in selected value chains have access to additional sources of finance and investment.

Reporting Lines
The Programme Officer reports to the Chief Technical Adviser (Fish4ACP).
Technical Focus
Assist in the development, implementation, monitoring and evaluation of assigned programme or project activities including the Fish4ACP Intra-ACP Blue Growth programme for sustainable fisheries and aquaculture value chains and related activities for the sustainable use of aquatic resources and food security under the FAO Blue Growth Initiative.
Key Results
Develop, implement, monitor and evaluate assigned programme/projects.
Key Functions
• Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources;
• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies;
• Participates in survey initiatives; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions;
• Contributes to the preparation of various written outputs, e.g. background papers, analytical notes, sections of reports and studies, inputs to publications;
• Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities;
• Participates in field missions, including provision of substantive and administrative support and data collection;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).

Specific Functions
• Assists in the establishment of the Fish4ACP project and its implementation including the recruitment of national staff and consultants;
• Supports the development, implementation, monitoring and evaluation of activities under the Fish4ACP project;
• Drafts and/or reviews relevant documents and reports ensuring their quality (technical and information documents, programme/project preparation and submissions, progress reports and financial statements); identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Supports regular coordination and contacts with project partners and regional/national staff to maximize synergies of project activities with related projects and programmes;
• Participates in multidisciplinary project/work teams;
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in business administration or public administration, social science, political science or a related field;
• Three years of relevant experience in project or programme management, administration or a related area;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in the field of administration, human resources, finance and project/programme management;
• Extent and relevance of experience in drafting clear technical and analytical reports on development, formulation, implementation and monitoring as well as evaluation of projects and programmes;
• Extent and relevance of experience in programme/project formulation, analysis, planning and implementation;
• Extent of knowledge of planning and budgetary processes and associated tools including FAO Field Programme Management Information System (FPMIS) and Programme Planning, Implementation Reporting and Evaluation Support System (PIRES) is considered a strong asset;
• Extent and relevance of experience in editing and publishing communication products related to Blue Growth activities is considered an asset;
• Working knowledge of English and limited knowledge of French or Spanish is desirable.
