Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.


The Division of Technical and Scientific Services (SGTS) is the departmental branch for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems.The Section for Verification Logistics (TVL) provides the Department with support and services (including equipment contamination monitoring and decontamination) in connection with the receipt, shipment, warehousing, physical verification, procurement and provision of equipment and supplies.The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. Main Purpose

As a Team Leader reporting to the Section Head of the Verification Logistic Section, the incumbent leads the Equipment Handling and Storage Team in terms of, planning, supervision, implementation, evaluation and optimization its activities. He/she manages and directs the Team, advising on radiation protection, occupational health and safety and quality management matters to the SGTS Division and manages the provision of logistic and radiation protection services to the SG Department.


Role

The incumbent is\: (1) a leader and manager ensuring efficient and effective implementation and coordination of services and their compliance with departmental needs; (2) an expert on quality management and laboratory management; (3) an expert advisor to Departmental management and staff on occupational safety and radiation protection management, and an advocate for the Team’s administrative matters.


Functions / Key Results Expected

  • Provides guidance and technical leadership to a team of technical specialists and technicians, ensuring knowledge and quality management.
  • Leads, advice and manages a reliable and competent team, promoting internal and external collaboration and ensuring through safeguarding impartiality, pursuing learning opportunities, work assignments and recruitment, an efficient balance of skills and resources.
  • Leads and manages the provision of logistic services, including supply chain management, receipt, storage and handling of tangible and intangible assets, to the Safeguards Department, ensuring compliance with IPSAS requirements.
  • Leads the coordination of programmes and the provision of services on radiation protection and occupational health and safety and pursues best practices and full compliance of SG activities with the IAEA Safety Standards and internationally recognised industrial safety requirements.
  • Acts as Deputy Technical Manager (in terms of ISO17025 standard) of the ISO17025 accredited Equipment Radiation Monitoring Equipment Laboratory (ERML).
  • Ensures the implementation of the SG Quality Management System and, through it, to continually improve performance and productivity, in the SGTS Division and proactively seeks compliance with ISO17025 in the management of ERML.
  • Provides expert advice on Quality Management to SGTS and to ERML.
  • Coordinates the activities related to the provision, preparation and verification of the CAPS Seals in an accurate, reliable and timely fashion.

Qualifications, Experience and Language skills

  • Advanced university degree in nuclear engineering or physics, health physics, applied science engineering or closely related field.
  • Minimum of seven years of working experience in radiation protection and occupational health and safety, of which at least five years should have been concerned with provision of a radiation protection services and quality management, management in the field of equipment quality control and procedures (including compliance with ISO standards), and customer satisfaction awareness.
  • Proven experience with implementing the ISO17025.
  • Experience with equipment support preferably in the similar to the IAEA safeguards environment.
  • Technical knowledge of equipment requirements, utilization, and logistics, in order to organize efficient equipment preparation, optimize the SG equipment warehouse structure for storage and accountancy of equipment and supplies.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $72637 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31888, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
