The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States (pS) in practical and technical areas, at their request.

     
Tasks and Responsibilities    
     
   

This dynamic position reports directly to the Special Representative and engages in a variety of activities from multilateral affairs to thematic analysis and strategic planning to co-ordination of the Office’s communications portfolio.

Under the overall guidance of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) and in close co-ordination with the Deputy Co-ordinator, if you are selected, you will be tasked to perform the following duties:

1. Providing analysis of relevant documents, legislation and policies from participating States to identify salient points or need for improvements, and formulating recommendations for the strengthening of such legislation and policies where necessary, working in close co-operation with the relevant OSCE structures and Institutions;

2. Assisting in the development of the Special Representative's (SR) political agenda, producing discussion and concept papers on major issues to highlight; arranging internal and external meetings with high level officials of participating States;

3. Drafting statements, speeches, the annual report, talking points and other political statements for the SR (working closely with other members of staff, as appropriate, and supervising the Public Information Officer);

4. Assisting in the substantive preparation and follow up of country visits and various national and international events, visits to participating States, and meetings with high-level decision makers, as required;

5. Contributing to strategic planning and the drafting of the Office of the SR's (OSR) annual work plan;

6. Assisting in the strategic planning, development of partnerships, and co-ordination of the work with partners in the Alliance against Trafficking in Persons, and especially its Expert Team (AECT) in close co-ordination with other advisors as appropriate;

7. Developing/maintaining regular contacts with counterparts in the OSCE Delegations, governmental authorities and NGOs in participating States and co-operating with the OSCE Institutions and Operations (in co-ordination with other advisers who may be responsible for liaising with specific organizations/pS);

8. Drafting official replies or/and communications to pS and international organizations;

9. Participating in international and national seminars, conferences, expert meetings, etc. on behalf of the OSR;

10. Supervising project staff and consultants as appropriate;

11. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in international relations, international development, public international law, human rights law, social or political sciences; 
  • Minimum of six years of progressively responsible relevant professional experience, with national authorities, an international organization or NGO dealing with combating trafficking in human beings and related fields;
  • Demonstrated practical (field) experience in developing and managing research and or policy projects, in the planning and organization of high-level and large events, in drafting briefings, reports and speeches, in monitoring and reporting, including at least three years at the international level, and three years in anti-trafficking;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Practical knowledge of the project management cycle;
  • Knowledge of the OSCE and its area of operation, previous work experience within or along-side the OSCE would be an asset;
  • Professional fluency in English with excellent written and oral communication; knowledge of other OSCE official languages, especially Russian, would be desirable;
  • Excellent communication and interpersonal skills; experience in networking and managing a high number of contacts;
  • Demonstrated organizational, analytical and administrative skills;
  • Established practical experience with questions of protocol and diplomacy;
  • Ability to operate Windows applications, including word processing and email;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
