Organizational Setting
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities carried out by one of the FAO Country Offices include the design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising as well as other and outreach activities related to FAO initiatives such as the World Food Day.
FAO's technical expertise and knowledge have a key role to play in the promotion of peaceful, just and inclusive societies as well as in the prevention of conflict and contribution to sustaining peace. Factors such as food insecurity, conflict over access to land and other natural resources, resulting in displacement, can be drivers of violence and conflict. Strengthening resilience can help people to stay on their land, create the conditions for the return to their home place and foster improved governance and stability. Against this backdrop, FAO recognizes the Peacebuilding Fund (PBF) as an essential and catalytic partner in its efforts to promote sustaining peace by focusing on specific entry points within the Organization's mandate such as food security, livelihood support and management of natural resources. A priority for FAO's Strategic Programme on Resilience (SP5) in the current biennium, reflected in the Medium-Term Plan 2018-2021, is to support a more coherent and deliberate approach by FAO to sustaining peace, in all its facets from addressing the drivers of conflict and forced migration, to the impacts of conflict, and ensuring conflict-sensitive programming.

Reporting Lines
The Project Officer reports to the FAO Representative in the Central African Republic. He/she works under the technical supervision of SP5 Coordinator and in close collaboration with the relevant FAO team in Chad, the International Organization for Migration (IOM) Country Directors in the Central African Republic and Chad, and the PBF Support Unit.
Technical Focus
Support to implementation of FAO's resilience agenda at global, regional, subregional and/or country level and coordinate the cross-border PBF-funded project entitled "Projet de restauration de la paix et du dialogue entre les communautés affectées par la transhumance transfrontalière (RCA/Tchad)" to be implemented in the Central African Republic and Chad.

Research, technical analysis, and project related services to support the delivery of programme projects, products and services.
Key Functions
• Researches and analyses technical-related issues on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports;
• Produces a variety of technical information, data, statistics and documents as well as technical input for reports and web pages;
• Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes and databases;
• Oversees the updating of databases and web pages;
• Participates in multidisciplinary teams, and/or leads working groups/teams, collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Performs other duties as required.
Specific Functions
• Supports the planning, implementation and evaluation phases of the project in close coordination with the partner agencies, relevant FAO staff from different offices/divisions, project implementing partners, national authorities/institutions, PBF/Peacebuilding Support Office (PBSO) team and other relevant stakeholders involved in the project implementation;
• Contributes to the preparation of project monitoring and work plans and supports the timely implementation of the plans for the achievement of the project results;
• Supports technical, programmatic and operational activities, including, amongst other timely procurement and human resources actions and the preparation of Letters of Agreement (LoAs) with the project's Implementing Partners;
• Monitors progress and delivery against set targets, including financial performance in line with the approved budget; identifies problems and issues to be addressed and proposes corrective actions as well as liaising with relevant parties for follow-up actions;
• Supports the preparation of meetings, workshops and training sessions of the project in both countries, as relevant;
• Undertakes regular field missions to the relevant countries to ensure strong coordination across countries/agencies and an overall effective project implementation;
• Contributes to resource mobilization from interested partners and donors;
• Disseminates good practices and approaches for their application on a larger scale;
• Supports feedback and communication of the results of the initiative at regional level to leverage resources for the support of resilient pastoralism in the Central African countries.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in political sciences, business administration, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or a related field;
• Five years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, fishery, forestry, monitoring and evaluation of policies and programmes;
• Working knowledge of French, English or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Relevance and extent of experience in working with intergovernmental bodies and multidisciplinary teams;
• Working knowledge of English and French is considered a strong asset.
