Background Information - PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

One of the main objectives of the Peace and Security Cluster is to rapidly deploy project personnel to the field. To accomplish this, it has established a Pool of Experts, from which it deploys and re-deploys personnel in order to fulfil personnel vacancies.  A Pool of Experts is a roster of specialists whose technical knowledge and personal suitability has been evaluated and approved in advance, allowing them to be deployed on short notice and in short order.   Pool members can be deployed on any of UNOPS contract modalities: FTA, TA, or I-ICA (International Individual Contractor Agreement).

Under the supervision of the Procurement Manager, the incumbent will perform the following tasks :
  • Monitor and control procurement and supply chain processes including organization of Requests For Quotations (RFQ), Invitations To Bid (ITB) and Request For Proposals (RFP), their evaluation, and negotiation of conditions of contracts in full compliance with UNOPS rules and regulations.
  • Ensure due diligence in all procurement processes including but not limited to performing advanced financial statements analysis, advanced background checks, risk analysis.
  • Conduct the procurement processes through the eSourcing system and provided assistance to other colleagues to ensure its effective implementation.
  • Manage the procurement workflow focusing on timely and duly preparation of the solicitation documents, posting of tenders, handling clarifications, conducting evaluations of quotes/bids/proposals, drafting the Bids Evaluation Reports (BER) and Proposals Evaluation Reports (PER), obtaining the necessary clearances.
  • Conduct Requests for Information (RFI) and perform comprehensive market researches, coupled with analysis of historical data to identify room for strategic initiatives. Draft business cases, and establish framework agreements such as Blanket Purchase Agreements (BPA) and Long Term Agreements (LTA). 
  • Support the establishment of Standard Operating Procedures (SOP) and other strategic initiatives.
  • Create Purchase Orders and Vendor Proles, seek approval and perform budget-checks, screen supplier invoices for correctness, create receipts and monitor payments with finance department.
  • Solve payment related issues with budget owners, finance department, system support, and respond to diverse inquiries from vendors.
  • Facilitate knowledge sharing and knowledge building by focusing on the organization of training for the personnel on procurement, synthetizing lessons learned, maintaining a database of suppliers, and staying abreast of new development in the function through professional organizations and several learning opportunities.
  • Prepare and analyse procurement reports including but not limited to quarterly procurement reviews, procurement tracking sheets and other related reports (using pivot tables function and others in Excel, PowerPoint); support the production of the Procurement Plan as needed.
  • Generate qualitative analysis and/or quantitative analysis of data reports, using computer software as applicable. Interpret outcome of analysis and raise any issue to the attention of the Procurement Manager.
  • Support the procurement, monitoring and asset management of equipment for PSC – NY.
  • Prepare submissions of procurement cases (formal, exception, post facto/retroactive) to the HQ/Local Contracts and Property Committees (HQCPC and LCPC), submit recommendations for award, issue contract, maintain proper communication with suppliers and clients.
  • Identify best practices and best value for UNOPS. Liaise with suppliers, final users and import countries’ authorities to ensure completeness of all necessary document for customs clearance procedures (End-user certificate, National Occupational Classification (NOC) etc.) for proper delivery of goods.
  • Provide guidance to PMO Associates/Assistants and field staff on operational aspects, review documents submitted and act as Procurement Official.
  • Formulate several procurement Key Performance Indicators (KPI) by using diverse sources of raw data obtained from CPC platform, the eSourcing System, oneUNOPS and using statistical analysis tools.
  • Provide timely responses to audit requests on procurement activities, assets; and support other teams in preparing responses to auditors.
  • Coordinate recruitment processes from drafting the Terms Of Reference (TOR) to on-boarding the newly hired personnel. Prepare ICA (Individual Contractor Agreement) contracts awarded by the Local Contracts and Property Committee (LCPC).
  • Assist with various other assignments as needed.

Education/Experience/Language requirements

Education
  • An advanced university degree (Masters or equivalent) in business administration, finance, procurement, supply-chain management, logistics or other related field with two years of relevant experience; OR
  • A first level university degree (Bachelors or equivalent) in business administration, finance, procurement, supply-chain management, logistics or other related field with two years of relevant experience; OR
  • Secondary school diploma (high school or equivalent) with six years of relevant experience.

  Experience

  • Relevant experience is defined as experience in Procurement in national or international public or corporate organizations.
  • Minimum two (2) years of experience in preparation, evaluation and follow up of tenders is required
  • Experience in Contract Management is desired.

Language Requirements

  • Fluency in English (speaking, writing and reading) is required.
  • Knowledge of another UN official language is desired.
