Organizational Setting

The FAO Representation in Uganda provides technical assistance to the Government of Uganda in the agriculture, forestry, fisheries and related sectors. The Programme Associates – Gender and Climate Change will support the community planning, implementation and monitoring of GCP/UGA/055/SWE project entitled “Climate Resilient Women Economic Empowerment (CRWEE)”, funded by the Government of Sweden. This project aims to strengthen key government institutions at central and decentralized levels and build the resilience of communities in the face of a changing climate.

Reporting Lines

Under the overall guidance of the FAO Representative in Uganda and in close collaboration with the Deputy FAO Representative and the Project Manager (Climate Resilient Women Economic Empowerment) and National Gender Officer, the Program Associate will be under the direct supervision of a Program Officer &Field Coordinator for Karamoja or West Nile regions of Uganda.

Technical Focus

The Programme Associate – Gender will be responsible for community planning, implementation and monitoring of gender-related aspects of CRWEE project.

Tasks and responsibilities

The Programme Associate will

  • Ensure that gender equality and equity standards are adhered to in all CRWEE project activities in the mandated region and are implemented according to the design and schedule;
  • Support and participate in the gender analysis studies, trainings and assessments organized by FAO in the region
  • Liaise with the key stakeholders in the District Local Government including the Community Development Officers, Gender Officers , other UN agencies and Civil Society Organization partners involved in Gender and resilience in the sub-region and actively participate in all coordination meetings
  • Under the technical guidance of the National Gender Officer, explore the possibility of linking beneficiaries of the on-going FFS to the women economic empowerment initiatives for Government of Uganda and others initiatives
  • Liaise with the implementing partners to develop implementation schedules for the gender activities as per the Letters of Agreement
  • In collaboration with the Program Associate Farmer Field Schools (FFS), be part of the ground working processes of new FFS and ensure plans of action are appropriate and integrate gender concern
  • Participate in the initiation of new FFS and ensure the right tools for gender mainstreaming are followed through the formalization process with regard to establishing the leadership structure, making constitutions, bye-laws, registration with the community development office and opening up of bank accounts where applicable
  • Supervise and follow up the project implementation by the various implementing partners of the CRWEE in the Districts to ensure that the activities are being implemented in a gender responsive manner
  • Participate in the monthly meetings for FFS facilitators organized by the implementing partners to streamline the gender activities
  • In consultation with the National Gender Office, the M&E unit and the Reporting officer, liaise with the IPs to ensure timely gender and sex disaggregated data collection and capturing of emerging gender related issues
  • In consultation with the National Gender Office and the communications officer, ensure documentation of gender success stories, best practices and case studies
  • Within the framework of the Project Letter of Agreements (LOAs), ensure timely gender responsive implementation and reporting of activities
  • Prepare monthly updates on the progress of all gender activities within the LOAs
  • As and when needed support other field offices; and
  • Perform other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University Degree in Social Sciences, Social Work, Development Studies, Agriculture (Crops Science and/ or Horticulture), natural resource conservation or related fields.
  • At least one year of relevant experience in Gender, Climate Smart Agriculture or related fields.
  • Working knowledge of English.
  • National of Uganda

  • Extent of experience and knowledge in gender related programming
  • Extent and relevance of experience and knowledge on climate change

  • Writing and communication skills
  • Ability to manage a high workload, meet tight deadlines and multi-task under pressure
  • Extent of experience with international organizations, non-government institutions/organizations, and donors in a multi-cultural setting.
  • Extent of experience in more than one location or area of work
