• A completed “Duties and Responsibilities Form” (refer to step 1 on your eRecruitment Profile page);
• Motivation letter including the indication as to which organizational unit(s) (Judiciary, Office of the Prosecutor or Registry) the applicant wishes to be located within, with clearly indicated first and second choice. Applicants are welcome to also express their preference as to a desired type of work within the preferred organizational unit(s), although it may not be possible to meet these preferences;
• One recommendation letter;
• Candidates who have already participated in the Visiting Professional Programme are not eligible.

Contract Duration

Legal Professionals (LP) are required to work full time for a period of six months and only up until the 31 July 2020.

Remuneration

The LP programme is funded through a grant made available by the European Commission, whereby the Court will provide a monthly remuneration of €2,250 (with a mandatory deduction for emergency health insurance) to the selected candidates. Please note that (i) costs associated with Visas are the responsibility of the selected candidate, and (ii) due to the nature of the assignment, LPs cannot bring their families along.

Background

The LP programme aims to provide professional opportunities at the ICC to legal representatives and/or other legal professionals from situation countries under investigation (currently: Burundi, Central African Republic, Côte d’Ivoire, Democratic Republic of the Congo, Georgia, Kenya, Libya, Mali, Sudan [Darfur] and Uganda), countries under preliminary examination (currently: Afghanistan, Bangladesh/Myanmar, Colombia,  Guinea, Iraq/UK, Nigeria, Palestine, The Philippines, Ukraine, Venezuela), and States Parties to the ICC Rome Statute that are included in the United Nation’s Statistics Division’s list of developing regions, with a preference for female candidates from non-represented or under-represented States.  

Participants in this programme will gain first-hand experience from and knowledge of the ICC and its procedures. This will allow participants to develop their legal skills and knowledge of the Rome Statute system, and to subsequently impart lessons learned and best practices to their home organizations. Witnessing the functioning of the only permanent international criminal court will enable participants to contribute to the development of national capacities in their home countries to investigate and prosecute crimes within the jurisdiction of the ICC. Upon completion of their contract, LPs will also submit a short report detailing their experiences and activities.

Duties and Responsibilities

Duties and responsibilities will greatly vary and will depend largely on the organizational unit of the Court that the incumbent will be placed within, and the operational needs in that unit. The duties and responsibilities will also depend on the profiles and, to the extent possible, expressed interests of the applicants themselves. As such, the precise duties and responsibilities of each incumbent will be determined by the relevant receiving organisational unit and communicated to the selected candidates at the moment of making an offer of the placement on the programme. 

Required Qualifications

Education

The Court aims to attract Legal Professionals with a strong academic background, although candidates with other backgrounds may also be considered.

Experience

Examples of well-placed applicants include candidates with a minimum of 3 years professional experience working in governmental, non-governmental or inter-governmental organizations, national jurisdictions, and broader civil societies; or individuals who have practiced as judges, investigating magistrates, prosecutors or lawyers in a field relevant to the work of the Court; or who have engaged in extensive academic research, writing or teaching in any of the disciplines relevant to the legal work of the Court.

Knowledge, Skills and Abilities

• Adaptability to a multicultural and multilingual working environment encompassing the principal legal traditions of the world.
• Ability to work effectively in a team as well as independently.
• A good standard of computer literacy (especially Microsoft Office applications).
• Other important qualities are discretion, reliability, intellectual rigor, precision, perseverance, honesty, creativity, co-operative spirit and integrity.

Knowledge of Languages

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.
