  • Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

- Minimum of 6 years of working experience in one or more of the following fields: international relations, economics, law, international development, local governance, preferably with a detailed focus on anti-corruption and public administration;

- Substantial knowledge of the Project Management Cycle particularily in governmental structures, international organizations, NGOs, and public policy development; Professional fluency in English with excellent oral and written communication skills including excellent drafting and reporting skills,

- Ability to conduct research and to analyse data;

- Demonstrated ability and willingness to work as a member of a team, with people of different gender, different cultural and religious backgrounds, , as well as diverse political views, while maintaining impartiality and objectivity;

- Cultural sensitivity and judgement;

- Experience in negotiating and liaising with governmental authorities;

- Flexibility and ability to work under pressure and within tight deadlines;

- Computer literate, with knowledge to operate different Windows applications, including word processing and e-mail;

- Availability to travel in and outside Albania if required also on a monthly basis.

 
 
 
 
Tasks and Responsibilities

The OSCE Presence in Albania (PiA) - Department of Governance, Economic and Environmental Issues (GEEID) designs strategies based on in-depth analysis of the current political environment in Albania and the Western Balkans; it develops and implements programmes focused on governance-related issues and formulates  recommendation to the Government of Albania in various sectors including anti-corruption, anti- trafficking in human beings, child exploitation and illegal migration, local government and decentralization, property issues and environmental crimes.

Should you be selected for this senior professional role, under the direct supervision of the Head of Department (HoD), you will act as deputy Head of Department and perform the following duties:

1. Providing high quality inputs and technical support to the GEEID team in particular to the anti-corruption portfolio (i.e. development of strategic approaches to fight corrupt practices in Albania, advising the HoD on suitable interventions in line with the scope of PiAs mandate)

2. Engaging in in-depth analysis and investigation of the shortcomings in governance practices in Albania informing the strategies and projects undertaken by the department;

3. Developing interdisciplinary and inter-sectoral policy advice in all areas related to governance tackled by the department;

4. Recommending appropriate interventions to ensure synergies between various actors, donors and political interlocutors;

5. Ensuring the quality of the Department's written output including project proposals, briefings and analysis for senior management and political interlocutors;

6. Supporting the department in monitoring and evaluating project implementation:

 Finalizing together with GEEID the OSCE Performance Management Process

 Liaising with the Program Co-ordination Unit (PCU) on Unified Budgetary and Extra-Budgetary Projects development

7. Identifying and developing strategic partnerships with donors and partners during the programme implementation;

8. As Deputy Head of the Department, Ensuring that projects are implemented following OSCE results-based management tools;

9. Recommending bridging arrangements, execution modalities and exit strategies (if necessary);

10. Helping, in accordance with the HoD, to maintaining close working relations with all national and international partners and be an influence towards more collaboration and interaction between them at the appropriate level;

11. Collaborating with the HoD to co-ordinate the work of the entire GEEID staff, Providing leadership and technical support and sharing substantive knowledge with the team;

12. Supporting the HoD in ensuring that the work programme is managed based on targets, result indicators and rigorous project implementation, monitoring and evaluation;

13. Performing other duties as assigned.
