OBJECTIVES OF THE PROGRAMME

Country Management Support Units (CSUs) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

DESCRIPTION OF DUTIES

Under the general supervision and guidance of the Operations Officer, the incumbent performs the following functions\:-1. Initiates financial transactions online and offline; transfer of activity funds to the country, preparation of bank transfers, budget preparations for meetings and trainings and facilitates payments for workshops and trainings.2. Operates the Eimprest and maintains financial records and financial transactions relating to his/her area of work in the GSM environment.3. Verifies accuracy and compliance of transactions and return to the WHO rules and regulations, manual provisions and operating procedures from the WHO country office.4. Assists in generating reports from the Global Management System; also prepares recurring reports as scheduled and special reports as required to facilitate financial implementation analysis5. Advises and assists staff on various financial processes, controls and operations in the GSM environment in the areas of HR Plan operations and management, income and Awards, and financial analysis and reporting.6. Initiates and responds to queries and correspondence on accounts and financial transactions as required.7. Performs any other duties as assigned.Achievement activities include\: Timely and high-quality output and results to support the achievements of the CSU Gambia, and enable effective program implementation in the WHO AFRO region.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary education or equivalent technical training or commercial education with specialization in accounting, budgeting or finance.
Desirable\: Diploma or higher education in accounting or finance will be an advantage.

Experience

Essential\: A lesat 8 years of working experience with at least3 years of responsible work in finance, budgeting and or accounting activities.
Desirable\: Experience within UN or other international or multinational organization will be an advantage.

Skills

Ability to plan, organize, coordinate and implement inputs from several sources; to express ideas clearly and concisely, both orally and in writing\: to conceptualize and carryout tasks with little supervision; to provide financial analytical reports, using appropriate software; to interpret financial rules and regulations; and to establish and maintain effective working relationships with people of different national and cultural backgrounds

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at GMD 408,640 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
