Chief of North America & MENA Donors Section

Organizational Setting and Work Relationships

The Chief of North America & MENA Donors Section supervises one P4 Senior Donor Relations Officer, one P3 Donor Relations Officer and 1 G6 income recording staff directly and indirectly one P3 Donor Relations Officer and one P2 Associate Donor Relations Officer.

The incumbent's primary responsibilities relate to bringing strategic coherence and a proactive stance to the work of this donor group, leading a reinforced team which will respond to the specific exigencies of UNHCR¿s largest donor.

S/he also represents DRRM in a number of inter-departmental and inter-divisional fora and other coordination meetings related to funding. The incumbent¿s ability to network, establish relationships of trust with internal and external parties, and anticipate and resolve problematic issues is critical.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Jointly with Headquarters, Bureaux and Divisions and country Representatives, assist the Head of Service in developing and implementing proactive strategies to raise funds required to meet UNHCR's operational needs.
- Use a strategic approach and knowledge of donor priorities to identify new opportunities for fundraising, and the diversification of funding to UNHCR, with prospective and existing donors.
- Identify occasions for advocacy and awareness-raising with government donors, and work with DFPs and country offices to implement and track visibility efforts.
- Assist in developing corporate messages that communicate UNHCR's priorities, impact and added value.
- Follow the implementation of projects in order to anticipate issues that could result in the loss of funds or reputational damage to UNHCR, and liaise with other units of the Office as needed.
- Based on her/his knowledge of individual donor requirements, work to alleviate the burden represented by restrictive agreements and reporting requirements.
- Contribute to the maintenance of up-to-date and accurate data on UNHCR's funding situation, projections and funding goals.
- Collaborate with the Income Management and Financial Analysis Unit to help ensure the integrity of the income management process, including specifically the accuracy and quality of donor reports and the alignment of earmarking.
- Ensure timely sharing of relevant information both internal to DRRM as well as with bureaux/divisions and external counterparts.
- Provide regular analysis of funding, political and related trends and makes recommendation to the Head of Service and Director, DER.
- Maintain close relations with colleagues in other Divisions, regional bureaux, and agency counterparts in order to contribute to policy discussions and propose improvements to fundraising initiatives.
- Provide leadership, guidance and mentoring to the staff under her/his supervision to ensure that objectives are met.
- Prepare, approve and clear various donor reports, briefing notes, informational material and correspondence relating to DRRM, as well as talking points and background notes as needed for senior management.
- Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level
For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience
Essential: Experience in strategic external engagement with donors, UN agencies, partners and governments. Ability to build productive relationships with internal and external stakeholders. Experience in strategy development. Proven networking and communications skills, written and verbal. Understanding of humanitarian programming and demonstrated ability to effectively advocate. Good understanding of the critical character of US funding and its importance to UNHCR.
Desirable: Good understanding of the role of the UN in humanitarian emergencies, its agencies and ways of working. Good research, policy analysis and report writing skills. Track record in resource mobilization and first-hand experience in managing donor relations. Clear understanding of the workings of major donor perspectives, requirements and standards. Knowledge of UNHCR¿s policies on programme management, resource allocation, financial rules, as well as UNHCR¿s information systems and databases.

During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants. Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station.
