Senior Evaluation CoordinatorOrganizational Setting and Work Relationships
The Senior Evaluation Coordinator in the Evaluation Service will play a significant role in strengthening and professionalizing the evaluation function in UNHCR, with a focus on technical leadership on evaluation approaches and methods in the organization, evaluation quality assurance and capacity building in evaluation, and effective management of the evaluation function in UNHCR. The incumbent will report directly to the Head of the Evaluation Service and will supervise Senior Evaluation Officers in the Regional Bureaux. The UNHCR Evaluation Policy provides the overarching framework for the evaluation function in UNHCR, introduces a system of decentralized evaluations and strengthened quality assurance. The implementation of this policy and building a strengthened and more professional evaluation function requires competency in the three main areas - the design, commissioning and management of centralized evaluation, technical guidance and support for the decentralised evaluation initiative, and oversight of evaluation quality assurance. The Evaluation Service also represents UNHCR in various external inter-agency evaluation and research fora, such as the United Nations Evaluation Group, the Inter-Agency Humanitarian Evaluations Management and Steering Groups, and ALNAP. The incumbent may be requested by the Head of Service to represent UNHCR in such fora, bringing the specific UNHCR expertise and experience to the debate.

Duties
- Contribute to Evaluation Service annual evaluation planning and the development of the Evaluation function in UNHCR.
- Provide technical guidance to Evaluation Managers for complex centralised evaluations, initiate research, preparation of terms of reference ensuring appropriate scope, design and methods, including selection and supervision of teams.
- Manage evaluations or multiple evaluations, ensuring the effective and efficient use of evaluation resources, timely implementation of evaluation process and submission of reports according to deadlines, ensuring quality assurance standards and processes for evaluation integrity and credibility.
- Ensure that evaluations designed and commissioned by UNHCR take into due consideration the specific operational contexts in which UNHCR operates and the strong and complex protection dimensions.
- Guide UNHCR in developing and testing evaluation methodologies, determining their applicability in different contexts.
- Provide substantive technical support and coaching to Snr Evaluation Officers in the field, including on evaluation methodologies and approaches.
- Provide substantive technical guidance, advice and support to Regional Bureaux and Divisions, as well as Regional and Country Offices, for the general development of the decentralized evaluation function.
- Develop a strategic communication plan for the Service. Provide regular support in the preparation and communication of results of central and decentralised evaluations internally and externally.
- Lead the identification of strategies and approaches for evaluation capacity building to enable the organisation and its staff to understand and use evaluations to make evidence based decisions.
- Facilitate communication through regular interactions with stakeholders and evaluation teams.
- Participate, as requested by the Head of Service, in developing cooperation and partnerships with other evaluations services and professional networks to contribute to inter-agency evaluation, learning and evaluation guidance and normative development initiatives.
- Contribute to UN System wide and joint efforts on evaluation and professionalization.
- Provide advice and guidance to UNHCR Divisions on data-gathering and monitoring systems, facilitating the required evidence base for evaluations.
- Support the Head of Service in the overall management of the Evaluation Service, including admin/finance, monitoring of evaluation-related expenditures at organizational level, reporting requirements, and pursuing funding opportunities.
- Deputise for the Head of the Evaluation Service as required.
- In consultation with the Head of Service enforce communication strategy for the Service.
- In consultation with the Head of Service implement evaluation capacity building strategy for the Service. Act as a resource person or facilitator in evaluation related training, workshops or other staff capacity development activities.
- Ensure evaluation guidance and advice to Senior Evaluators in the field are followed.
- Ensure support to Regional Bureaux, Divisions and Field Offices who are commissioning and managing decentralised evaluations is provided.
- Issue guidance and instructions to evaluation teams to undertake centralised evaluations.
- Act as the evaluation manager for complex centralized evaluations, and take necessary decisions in scope, design, methods and required resources.
- Clear centralized evaluation reports for publication.
- Submit evaluation quality assurance reviews throughout the evaluation cycle to UNHCR entities managing decentralized evaluations.
- Represent UNHCR at external meetings and inter-agency fora on evaluation.
- Perform other related duties as required.
Minimum Qualifications

Relevant Job Experience
Essential:
- Proven track record as an evaluator/social science researcher of humanitarian or development operations, programmes and projects with an international organisation, NGO or consulting company.
- Demonstrable expertise in evaluation standards, norms and good practices.
- Experience with a range of evaluation purposes, objectives and methodologies.
- Excellent knowledge of qualitative and quantitative research and evaluation methods/approaches, statistics, data collection tools and analytical methods.
- Experience of leading and managing evaluation/research processes, including ideally managing multi-disciplinary teams with variable evaluation experience.
- Experience of working with and influencing senior decision makers, including in delivering challenging, or potentially contested, key messages.
- Demonstrable experience and knowledge of humanitarian response and coordination, ideally specifically related to refugee response.
- Solid understanding of developments within the inter-agency humanitarian and development world, and how they may impact on UNHCR and its evaluation function.
- Good knowledge of data collection, monitoring and reporting systems and tools, and results based management in the UN System.
- Advanced diplomatic, representational and communication skills.
- Fluency in English both oral and written and proven ability to write for publications with minimal editorial supervision.
