This position will be filled subject to availability of funds. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Large mixed migration movements continue to top the global political agenda, as reflected in the 2016 UN New York Declaration, and remain at the forefront of concerns, discussions and collaboration across the multilateral system and beyond. These movements create considerable challenges for countries of first asylum, transit and destination, as well as countries of origin, including through impact on socio-economic environments, such as labour markets of host countries, particularly where these may have already been under pressure and there is high unemployment. The majority of refugee populations are hosted by low- and middle-income countries. As displacement has become increasingly protracted, responses are becoming more focused on durable solutions to support more dignified, inclusive and comprehensive programmes for refugees and the communities that host them to facilitate self-reliance and empowerment and strengthen social cohesion. It is paralleled by regional and country-level efforts in several areas, including in the Middle East and North Africa region and in the Horn of Africa.
 
In this context, the Government of the Netherlands has launched a new four-year partnership initiative built on the combined strengths, experience and values of specific development and humanitarian organizations to develop a new paradigm in responding to forced displacement crises. The partners include: the Government of the Netherlands, the International Finance Corporation (IFC), the ILO, the UNHCR, UNICEF and the World Bank. The Partnership aims to help transform the way governments and other stakeholders, including the private sector, respond to forced displacement crises – and in particular: (1) to enhance the enabling environment for the socio-economic inclusion of forcibly displaced persons (to mitigate their plight during years of exile and to best prepare them for their return); (2) to enhance access to education and child protection for vulnerable children on the move; and (3) to strengthen the resilience of host communities through inclusive socio-economic development that also benefits forcibly displaced persons. 

The Partnership will be grounded on results-based and country-led approaches (“bottom up”) in two identified regions: MENA and the Horn of Africa. The programme aims to accelerate efforts to find sustainable solutions for countries confronted with large influxes of refugees. It will also aim to develop and implement evidence-based solutions, tailored to each context – as well as to test, and learn from, innovative operational solutions, including improving the availability, collection and use of data and evidence. This approach requires close, active and adaptive progress monitoring, with shorter or longer feedback loops as appropriate, in support of innovation and learning while the over-arching goal orientation of programme management is retained. The ILO’s vision within the Partnership is: To strengthen decent work in countries impacted by forced displacement to mitigate stress factors at all levels and support inclusive socio-economic enablers for access to labour markets and empowerment of host communities and of forcibly displaced populations.

Within the policy and procedural requirements established by the ILO and the programme, the Monitoring and Evaluation (M&E) Officer will assist the Chief Technical Adviser (CTA) of the Partnership programme in matters relating to the collection of information needed to manage for results, including the development and implementation of the M&E plan for the programme in accordance with the theory of change, the development of technical learning briefs and progress reports as well as planning and coordination of evaluations. 

Description of Duties

The M&E Officer will be under the technical guidance of the CTA of the Partnership Programme for all technical-related outputs and overall project implementation. Additional technical guidance will be provided by the Evaluation Unit (EVAL) in Geneva when required. Evaluation advisory services and support will be sought from the Monitoring and Evaluation Officers in the ILO Regional Office for Africa (ROAF) and Regional Office for the Arab States (ROAS).  

Description of Duties:

1)    Assist the CTA and the programme staff at global, regional and country levels in results-based implementation of the project by providing technical inputs, particularly in the areas of planning, monitoring and evaluation. 

2)    Provide technical advice and support in the development and implementation of the overall M&E plan and support country programme teams in developing country level M&E plans based on country-level theories of change. 

3)    Manage and update the M&E database, including monitoring progress toward targets and indicators on all results levels and suggesting corrective and/or remedial action.

4)    Produce analytical reports with findings, recommendations and lessons learnt covering the scope of the M&E plan.

5)    Liaise with technical experts in ILO and provide support on reporting against Decent Work Country Programme Targets, SDGs and other results-based management frameworks where relevant.

6)    Provide technical input into the implementation of the M&E plan and the programme theory of change, particularly in the areas of performance indicators, risk and their measurement and management to ensure the achievement of changes on the outcome level and the contribution to impact.

7)    Monitor the quality, effectiveness, efficiency and sustainability of activities with a view to ensuring that rigorous quality standards are maintained. Provide technical support to the design of programme mid- and end-lines and other data collection activities.

8)    Suggest strategies to the programme staff for improving the efficiency and effectiveness of the programme by identifying bottlenecks in completing activities, highlighting potential risks to delivery, and making suggestions and developing plans to minimize or eliminate such risks. 

9)    Advise and plan for M&E systems for specific interventions and activities to support innovation and learning.

10)    Train the programme staff and partners on M&E frameworks developed by the programme, and broader theory of change approaches and methodologies as part of building and strengthening local M&E systems and capacities.

11)    Collate data to measure achievement against the performance indicators on output as well as outcome levels and review data quality with programme staff and partners, and produce communications materials to deliver these results (reports, briefing notes and similar).

12)    Support programme progress reporting, programme evaluability review, mid-term and final evaluation in accordance with established requirements in ILO Policy Guidelines for Evaluation.

13)    Ensure coordination, synergies and coherence with M&E focal points of the other partners and represent ILO in M&E related consultations with partners. 

14)    Perform other relevant duties as assigned.
 

Required qualifications
Education

Advanced university degree in economics, statistics, management, social science or in a relevant field of study. 

Experience

At least five years of relevant professional experience, including three years at the international level. Experience with planning, monitoring and evaluation of development cooperation projects. Experience in the area of forced displacement and/or multipartner projects, would be an advantage.  

Languages

Excellent knowledge and command of English is essential and good working knowledge of an additional official language (French or Spanish) would be an advantage.

Competencies

-    Knowledge of logical framework and theory of change based planning; M&E methodologies, strategic planning and results based management. 
-    Knowledge of the major evaluation methodologies and data collection and analysis methodologies. 
-    Knowledge on how to integrate a gender dimension in the M&E strategies. 
-    Ability to provide guidance and coordinate the work of external collaborators in the area of specialization. 
-    Ability to formulate new concepts and methodologies. 
-    Excellent analytical skills. Knowledge of analytical tools and qualitative and quantitative techniques. 
-    Ability to train and guide programme staff and partners in area of specialization.
-    Ability to work under time pressure and meet deadlines.
-    Ability to work independently with minimum supervision.
-    Good computer/information application skills.
-    Proficient in information technology Microsoft Excel, Word, PowerPoint, web-browsers, use of database applications. Proficient in statistical software (SPSS, Stata) would be an advantage.
-    Good communication skills, both written and verbal.
-    Ability to work in a team, and good interpersonal skills
-    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
