The

We respond quickly to emergencies. Our expert deployment capacity, NORCAP,
boasts around 1,000 experts from all over the world who can be deployed within
72 hours. Our experts help improve international and local ability to prevent,
prepare for, respond to and recover from crises.


Around 6,000 men and women work for the
Norwegian Refugee Council.
Most of us are hired locally
to work in the field, and a small number are based at our head office in Oslo.
Many of our colleagues were once themselves fleeing their homes.








Background

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

Role Specific/Purpose:

The purpose of the Core Competences (CC) /Support technical assistant position is to provide administrative or technical support in a specialist areas of work, either support functions or Core Competences. The Technical assistant vary from the assistant position by providing a range of support within their area of expertise e.g. Information, Counselling and Legal Assistance (ICLA) case workers, technical advice and monitoring for implementing partners or constructions companies. Use actions words such as conduct or assist for the position relevant responsibilities.

Key Job Tasks and Responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Carry out distribution of NFI’s in accordance with donor requirements and set distribution Standard Operating Procedures (SOP’s).
  • Implements independently procedures and activities within own function or core competency as delegated.
  • Support field needs assessments, focus group discussions, community meetings, and other community mobilization activities.
  • Undertake and facilitate field level coordination with community stakeholders for distributions.
  • Support beneficiary selection and verification process in accordance with the agreed project selection criteria.
  • Prepare distribution activity reports to facilitate payments for daily workers.
  • Recruit, train, organize and supervise daily workers, incentive workers and community mobilizers involved in distributions.
  • In collaboration with the Programme Development Manager (PDM) / Coordinator/ Officer, prepare Procurement Requests for distribution materials.
  • Supervise activities at distribution sites in accordance with NRC’s Standard Operating Procedures while ensuring that proper documentation is verified and collected
  • Perform any other task relevant to the position as requested by line manager

Ideal Candidate Profile:

We are seeking a motivated, energetic and dynamic candidate who has experience in working in complex and volatile contexts. Distribution Technical Assistant will support referrals and/or identifying service providers, including, conducting focus groups, questionnaires, and surveys.

In this position you should have experience working directly with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion.

Additional useful skills include: Written and spoken fluency in Arabic; proficiency in English
