VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) an integral part of the Department of Agri-Business Development (PTC/AGR). The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT Within the Department of Agribusiness, the Division of Rural Development, Job Creation and Human Security aims to provide technical assistance to its Member States to address the issues of women economic empowerment and youth employment, particularly through SME development and entrepreneurship, to improve their inclusion into industrial development. The project “Promoting Women’s Empowerment (PWE) for Inclusive and Sustainable Industrial Development in the MENA Region” (phase II) is formulated to enhance women economic empowerment in Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, and Tunisia by consolidating and expanding results from PWE I. The project has four objectives: (i) building a more conducive environment for women entrepreneurship development (ii) alleviating the financial barriers to women’s entrepreneurship development; (iii) improving market access for women entrepreneurs; and (iv) increasing business opportunities for women-led businesses in selected value chains. Technical assistance will be provided to improve the financial capability of women entrepreneurs as well as enabling financial service providers to be gender responsive and better serve women segments sustainably. It is expected that improved access to finance and to markets will promote job creation, income generation, and economic inclusion amongst women entrepreneurs in Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, and Tunisia. The project aims to support, facilitate and nurture the policy dialogue between the key stakeholders with the objective to foster reforms to improve the ecosystem for women entrepreneurship development in the MENA region. The project “Job creation for youth and women through the improvement of business environment and SME competitiveness” aims to increase Jordan’s private-sector contribution to job creation and promote the economic inclusion of youth and women (including through self-employment) by supporting the development of competitive small and medium-sized enterprises (SMEs). The project seeks to support Jordan’s efforts to build a vibrant industrial private sector through: (1) The development of Jordan’s industrial sector information system by supporting evidence-based industrial and market intelligence analysis, and by facilitating monitoring of the country’s industrial development; and (2) The development of selected value chains, drivers of job creation, including self-employment, for youth and women in both urban and rural regions, through capacity building of support institutions, investment promotion and partnership building (export consortia in particular). The joint “UNIDO-FAO Initiative to accelerate youth employment in agribusiness and agriculture in Africa” proposes an integrated approach for the promotion of quality on- and off-farm employment opportunities in agriculture and agribusiness in rural and peri-rural areas in Africa. The integrated nature of the approach refers to its multilevel scope (regional, national and local), as well as to the core functions of UNIDO and FAO, and of potential other partners to be identified. These functions include knowledge generation, policy assistance, technical and financial support, capacity development in, inter alia, (youth) employment and entrepreneurship, value chain development, sustainable agriculture and agribusiness, gender, social protection. Furthermore, the joint initiative serves as an opportunity to pilot UNIDO’s Youth Strategy, which aims to mainstream youth across UNIDO’s programmatic activities to improve the integration of youth into ISID and scale up its impact towards employment. Main Functions

Under the supervision of the Project Manager, and working with the project team, administers elements of technical cooperation programme or specific project/s of limited complexity and implementation of technical cooperation programmes and activities. Main duties are: - Selecting, organizing and summarizing background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assessing the local context for the planning and administration of individual technical cooperation projects; - Analyzing and interpreting project background history and documentation, identifying, reconstructing and documenting significant project events, decisions and deviations; - Drafting sections of project documents such as project background and justification; - Informing experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects; - Monitoring specific aspects of project implementation and identifying problems and proposing that actions be taken to expedite delivery of inputs; - Drafting comments on designated aspects of project progress as an input to programme monitoring; - Drafting project revisions, including adjusting individual project budgets, on the basis of changed work plans.

Minimum Requirements

Education

Advanced university degree in engineering, economics, development studies, business administration, international relations or other relevant discipline.

Languages

Fluency in written and spoken English and Arabic is required. Fluency and/or working knowledge of another official UN language.

Field of Expertise

At least three years of professional experience in areas of women economic empowerment and youth employment, and agribusiness development. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyse information. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams.
