OBJECTIVES OF THE PROGRAMME

Guided by the WHO's General Programme of Work, biennial programme budgets and the new regional strategic direction for the Western Pacific, the Food Safety Programme aims to provide safer food for all and to protect people's health by advancing national food safety systems in line with the Regional Framework for Action on Food Safety in the Western Pacific. The programme aims to strengthen food safety systems by keeping people and countries at the centre, building partnerships across sectors, stakeholders and national borders and by positioning food safety in a broader context of sustainable development.

Support is provided through facilitation of policy dialogue and provision of technical assistance to Member States in the areas of food safety policy and legal frameworks; risk-based food inspection and enforcement; food safety communications and education; food safety incident and emergency response; and food safety information underpinning evidence.

Implementation of the programme takes place in close collaboration with other technical programmes of WHO and in close collaboration with development partners, donors, academia, private sector and civil society organizations.

DESCRIPTION OF DUTIES

(1) Facilitates the implementation of the Regional Framework for Action on Food Safety in the Western Pacific;

(2) Provides policy advice and technical support to Member States to strengthen national food safety systems as comprehensive and well-coordinated entities;

(3) Monitors and evaluates progress on strengthening food safety in the Western Pacific Region in line with the Regional Framework;

(4) Supports strategic planning and priority setting for food safety at regional and country level and identifies innovative approaches to manage food safety risks;

(5) Provides technical assistance and liaises with relevant stakeholders on the investigation and response to food safety incidents and emergencies;

(6) Manages, coordinates and oversees the work programme and budget of the regional food safety programme and assists in resource mobilization;

(7) Facilitates collaboration and coordination with relevant technical agencies, development partners and other stakeholders in joint efforts to strengthen food safety in the Western Pacific Region;

(8) Performs other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree (masters degree or higher) in food safety, food science, agriculture, public health, veterinary science, or other related area from a recognized university.


Desirable\: Training in programme management and strategic planning.

Experience

Essential\: At least seven years' experience in managing food safety at national or international levels.

 

    

Desirable\: Experience in strategic planning, food safety system strengthening in low resource settings, policy development and in food safety incidents and emergency response.

Skills

Good knowledge on the key functions, structures and dynamics of national food safety systems; approaches for strengthening national food safety systems in a stepwise manner; management of food safety risks in low resource settings; investigation and response to food safety incidents and emergencies at national and international levels; and of international standard setting and risk reduction strategies in relation to food safety and foodborne diseases, including zoonoses. Skills in facilitating policy dialogue; producing results and working across programmes with the aim to improve food safety. Technical and managerial competence in national and/or international food safety programmes. Good knowledge of food safety issues in the Western Pacific Region. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2688 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
