Job Description

The IRC has been present in Tanzania for 25 years, supporting refugees and Tanzanians with health, education and protection. With a National Office in Dar es Salaam and field offices in Kasulu, Kibondo and Kigoma, the IRC serves over 200,000 people each year.

Scope of work:

Construction Engineer is the responsible technical focal person for all construction activities for IRC at all locations and works closely with IRC Sector’s Coordinator in implementing all construction related activities in Kigoma region, Tanzania. The construction unit will focus on, construction and rehabilitation of community facilities in refugee and local institutions. In undertaking the above role, the Construction Engineer will establish a strong coordination in collaboration with relevant IRC contracted suppliers (that include contractors and general material suppliers), other implementing agencies and stake holders for smooth operation at field level. The Construction Engineer is responsible for designing and building infrastructure relating to schools, health posts, CBR, Women centers, CFS’s, water and sanitation in the both the Burundian and Congolese populations in Nyarugusu,andany other refugee camps as well as in all entry points where IRC will deploy its humanitarian services. Also, the Construction Engineer will provide support other construction and repair activities in all IRC staff compounds and offices.

Specific duties

  • Responsible for construction of IRC projects and infrastructure and ensure that the works are done within safety regulations, taking into consideration the local environment, government regulations and user friendly structures to different categories of users including people with disability
  • Responsible for architectural designs and drawings of buildings and other structures, as recommended by program sector need, and after survey of the site assigned to IRC. In collaboration with respective sector’s Coordinator to ensure BOQs get donor review and approval prior to implementation where such need applies.
  • Prepare relevant documents required for supporting RFP related to construction/rehabilitation works and submit to the Senior Supply Chain Manager.
  • Prepare BOQs for classroom construction, in consultation with UNHCR and MHA within and outside the camp the camp.
  • Ensure the adherence and following of safety regulations of both contractors and laborers on site– particularly considering child safeguarding and children’s safety in the school environment.
  • Identify and validate the materials needed for construction works; advice specifications of construction tools and review construction BOQs/quotes for fair price.
  • Fully participate in tender opening for all construction works. Assist the Supply Chain on preparation of construction contracts. Support all aspects of technical design, implementation, monitoring and evaluation of the construction activities
  • Overall responsibility for the management of construction activities while providingtechnical expertise to contractors by supervising actual construction process
  • Monitoring the quality of construction supplies delivered at sites by contractors, ensuring jobs are done to standards and are completed as per construction schedule and meet donor and IRC standards
  • Keep updated construction related files in a centrally located position, proper filing for easy retrieval of information to designated staff and for auditing purposes.
  • Provide all necessary technical expertise to site team in construction related activities and where appropriate, to other IRC programs as to be assigned and as per need.
  • Conduct regular field visits, supervision and monitoring of construction related activities to ensure quality of activity implementation meets acceptable standards.
  • Work in partnership and consultation with UNHCR, MHA, and AIRD, to prepare architectural designs and drawings of school buildings, as recommended by program sector need, and after the comprehensive assessment for approval.
  • Consider the local environment, government regulations and accessible structures at all sites, specifically support inclusion of people with disability.

Coordination and reports:

  • Report on the progress of construction activities highlighting any anticipated program delays and proposing solutions in order to meet deadlines.
  • Produce initial drafts of all construction related donor reports and support the Civil Engineer in finalizing the same before submission to the donor and other stake holders.
  • Contribute in compiling field/site assessment reports including technical reviews of the same when called upon
  • Contribute in the design of work plan monitoring tools and implementation of the same in all construction related activities
  • Participate in working group meetings and represent IRC in the shelter working group meeting.
  • Liaise with the District engineer, UNHCR engineer and DFID technical engineer in developing monitoring and signing off of constructions.

Duties and Responsibilities:

  • Monitor monthly expenditure on construction activities, participate in reviewing the BvA with other units as appropriate to ensure burn rates are consistent with the work plans set.
  • Advise on purchase of construction materials based on IRC price list, ensure delivery and recorded in warehouse or site delivery records where applicable
  • Monitor inventory of construction tools and update their usage, shifting, transfer etc between sites
  • Liaise with supply chain focal person for requisitions of trucks from UNHCR when available and follow up release by IRC for transporting construction materials where IRC is responsible for transport
  • Responsible for construction and rehabilitation works in camp areas where IRC runs various programs or as mutually agreed between IRC and UNHCR as to be assigned.
  • Follow up contractors to ensure they are adhering to work plan and ensure work continues as per plans, including communicating to Civil Engineer should there be delays.
  • Responsible for coordination of construction/maintenance activities within all IRC offices/sites as to be assigned and provide proper instructions to contractors for different facilities
  • Collaborate with Supply chain to ensure proper tracking of construction materials in stock
  • Prepare monthly cash projection for construction
  • Prepare and submit monthly Construction reports to Civil Engineer and Field Coordinator for submission to donors and other stakeholders.

Common duties

  • Attend and participate in trainings identified/organized by your supervisor.
  • Follow any new procedures and guidelines designated in circulars from Field Coordinator and/or Country Director.
  • Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tz and World-wide) as per the IRC Tz reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
  • Ensure all contractors/construction staff do not engage children, underage or any children/any youth with age of schooling.
  • Perform other duties as may be assigned by your supervisor.

Qualifications

  • A graduate in bachelor's degree in Construction engineering from a recognized institution or similar field (Construction & Structural Engineering). Or
  • Form VI certificate with FTC or Diploma in Construction Engineering plus three years’ experience on the relevant field.
  • Registered with CRB and ERB for not less than 1 year.
  • Proven excellent performance in construction supervision
  • Proven experience with an NGO work and proven practical experience construction project implementation, including engineering activities and monitoring projects not less than 2 years.
  • Comfortable to work in a remote environment.
  • Ability to work with people of all mediums-Construction servants, parents, NGOs
  • Ability to work and adapt under pressure.
  • Excellent oral and written communication skills with strong organizational and interpersonal skills
  • Computer literate (word processors, excel, and other drawings/designing packages etc)
