The Planning and Reporting Specialist creates, maintains and updates the global database on organizational performance covering indicators on Programmes, Development Effectiveness, Management and Operations of the Strategic Plan; develops and maintains relevant systems for corporate reporting and contributes to programme design and monitoring of the organizational plan, data analysis and corporate reporting to governance bodies and key stakeholders. In close collaboration with relevant HQ Divisions and the Data & Analytics section, undertake data scrutiny, validation and analysis for generating organizational performance information that will be critical to UNICEF reporting to the Executive Board, ECOSOC, the General Assembly as well as publically through various corporate reports and through indicator frameworks of various donors.

This is a HQ Divisional post in New York, reporting to the Chief of Strategic Planning & Corporate Analysis in the Division of Analysis, Planning, and Monitoring (DAPM). The newly-established Division is responsible for driving, shaping and overseeing UNICEF's evidence-informed analysis, strategic planning, monitoring and reporting, enabling the organization in a coherent manner at headquarters, regional offices and country offices to accelerate results for children at-scale based on data, evidence, and analysis, and the application of human-rights based and results-based management approaches.

 

Under the guidance and direct supervision of the Chief, the Planning and Reporting Specialist works in close collaboration with the other Divisions and technical staff of other UN Agencies.

How can you make a difference?

The Planning and Reporting Specialist creates, maintains and updates the global database on organizational performance covering indicators on Programmes, Development Effectiveness, Management and Operations of the Strategic Plan; develops and maintains relevant systems for corporate reporting and contributes to programme design and monitoring of the organizational plan, data analysis and corporate reporting to governance bodies and key stakeholders.  In close collaboration with relevant HQ Divisions and the Data & Analytics section, undertake data scrutiny, validation and analysis for generating organizational performance information that will be critical to UNICEF reporting to the Executive Board, ECOSOC, the General Assembly as well as publically through various corporate reports and through indicator frameworks of various donors.

  1. System Development and Strengthening

Develop and maintain a system for collecting and consolidating inputs from a number of information sources on Corporate indicators at Impact, Outcome and Output levels from the Strategic Plan as well as indicators related to Development Effectiveness, Management and Administration. Manage data collection and reporting tool/system (e.g., Country Office Portal, Strategic Monitoring Questions: SMQs) to keep them updated in accordance with the reporting requirements and guidelines. Also lead quality assurance process for data collected through those tools/system for quality analysis and reporting.

End Result(s): An up-to-date database system using organizational standards including SharePoint, DevInfo technology as well as inSIGHT/VISION

  1. Planning and result-based management

Coordinate the technical development/review of the Strategic Plan results framework and donor results framework (e.g., DFID) with technical focal points in relevant offices/divisions.

End Result(s): Support supervisor to develop/review results frameworks with relevant offices/agencies/donors and roll out the plan

  1. Analysis and Data

Provide regular analytical outputs (such as Data Companion and Scorecard, completion of donor frameworks on key indicators, presentations, etc.) on corporate indicators to help UNICEF report on the Strategic Plan results and indicators, relevant QCPR indicators, and KPIs to the Executive Board, internal and external auditors, various donors through their performance frameworks and other instruments such as MOPAN, MAR, etc. Maintain performance information on the Strategic Plan and Integrated Budget as directed.

End Result(s): Support supervisor to inform decision making using performance information corporate indicators of the Strategic plan and Integrated Budget

  1. Additional tasks

Attend coordination, reference group meetings, support annual reviews, mid-term review and participate in the work planning of the unit, section and undertake other assigned tasks as required.

End Result(s): Improve team performance and contribution to key milestones of office management.

To qualify as an advocate for every child you will have:

  • An advanced university degree (Master's) in social sciences, statistics, or a technical field related to databases and developmental information. Training in Results Based Management and/or current practices related to Development Effectiveness is considered an asset.
  • A minimum of five (5) years of relevant work experience, at the national and international levels in monitoring and reporting on performance information, including the use of related systems to manage large amounts of results data. Knowledge of UN databases including DevInfo, SharePoint and VISION is considered an asset.
  • Prior experience of contributing to the development and/or maintenance of results systems and databases is considered an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
