Job Description

The IRC 2020 Strategy commits to expanding the scale and speed of emergency responses to ensure crisis affected populations receive support to survive. In order to do this effectively, the IRC has been building up and on the already-existing ability to respond to emergencies at the country level, and in investing in emergency preparedness and strengthening existing capacities and competencies for both IRC country programs and local partner organizations.
With a focus on refugees, internally-displaced populations and afghan returnees affected by conflict and natural disaster, IRC responds to emergencies in 8 provinces: Nangarhar, Laghman, Paktya, Helmand, Badghis, Herat, Logar, and Khost. IRC’s emergency response program currently focuses on multi-purpose cash, shelter, NFIs, food security, protection, education and DRR.
Main Purpose of the Job Support in the effective execution the IRC-Afghanistan Emergency Response program and enable it to respond to emergencies and disasters in a timely and effective way. The Emergency Coordinator reports directly to the Deputy Director for Programs. 
Responsibilities:
Strategic Planning
•Under leadership of the DDP, lead the implementation of the emergency response sections of the Country Strategic Action Plan (SAP) and achievement of the plan objectives, universal expectations, regular progress review of plans. 
•Coordinate Emergency Preparedness Planning Process, working with the Regional Emergency Coordinator to facilitate completion and/or update EPP documents.
•Update the Emergency Preparedness Systems scorecard and ensure that the Afghanistan CP continues to achieve maximum results.
•Oversee the development of emergency response strategies, including the integration of cross-cutting issues of gender, partnership, disaster risk reduction and advocacy.
Program management
•Lead in the development of procurement plans, spending plans and implementation plans, target trackers for all emergency programming 
•Lead the emergency department in ensuring reporting and communications are conducted to a high standard  
•Ensure that programs are implemented in a cost effective, consultative, and participative and gender sensitive way and ensuring Gender and Protection mainstreaming in the humanitarian program.
•Monitor project budgets on monthly basis and provide timely feedback to finance department on any variance that might come in the BVAs.  Ensure that financial reports are prepared in timely manner and is reviewed by the ER team. Prepare annual, quarterly spend plan with monthly phased expense plan linked with work plan and  BVAs (Budget Vs Actual)
•Work closely with Supply Chain to ensure that procurements are made in a timely manner while remaining in compliance with IRC and donor rules and regulations, and ensure that proper procurement procedures are followed by ER Program staff
•Manage, maintain and develop information systems to ensure accurate, timely and complete data and information for assessments, monitoring and evaluation, internal and external reporting, planning, decision-making and program learning. 
•Liaise with the M&E coordinator to facilitate systematic program monitoring and evaluation are in place and ensure that lessons learnt are documented and shared for cross-program learning in the country, and with the IRC region and HQ. 
•Contribute actively to proposal technical design and provide proposal inputs e.g. budget, activities, technical narrative, BoQs 
Representation
• Represent IRC in external coordination forums e.g. clusters 
•In collaboration with the Grants Coordinator, collect information and prepare briefs and written material to be shared with HQ on beneficiaries, programs, humanitarian situation in country for communication materials (SitRep, Articles etc.)
•With the DDP and CD, represent with donors and support fundraising 
Staff management
•Conduct performance appraisals of Emergency Response staff and ensure regular feedback and mentoring on individual performance. Explore capacity building and learning opportunities (in country and international) for departmental team  
•Support the Deputy Director for Programs to ensure that capacity building plans are developed for the staff members and partners (if any), and monitor the implementation of these plans.

Qualifications

• Degree / Post graduate degree in  humanitarian aid, international development, public administration business science, social science  or other relevant area or equivalent professional experience 
•4 years’ experience with excellent professional track record with at least 2 years of international management level experience within NGO leadership working in emergency/ humanitarian program implementation within conflict or immediate post conflict environments.
•Experience of managing or leading humanitarian response program with a focus on WASH, NFI and Shelter, Cash distribution, Disaster Risk Reduction and protection, and emergency preparedness. Previous experience in cash based programming is a must. 
•Excellent report writing skills, and understanding of M&E 
•Experience or familiarity with the requirements of institutional donors e.g., OFDA, ECHO, SIDA, CHF, DFID etc. 
•Highly developed budget monitoring and management skills 
•Proven management ability and inter-personal skills – team player 
•Problem solving and leadership skills with proven ability to deal with difficult, often frustrating work situations
•Willing to live and work in a very insecure and unpredictable environment with movement restrictions 
•Sensitivity to Islamic and traditional culture 
•Ability to manage conflicting priorities in personal workload 
•Previous work experience in Afghanistan is an asset
