Job Description

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 42 countries worldwide. We address both the immediate, lifesaving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies. The IRC implements programs to help women and girls live free from violence in over 20 countries affected by conflict and natural disaster. IRC’s Women’s Protection and Empowerment (GBV) global team supports programs, creates opportunities and works in partnerships in pursuit of a world where women and girls are valued members of their communities and live free from violence.

IRC started Gender Based Violence programming in Somalia in 2013, with a capacity building program for local GBV service providers in Nugaal and Mudug Region. Currently, IRC’s GBV programme is focusing on the medical response to sexual assault survivors and case management in Banadir, Mudug and Nugaal Regions.

 SCOPE OF WORK:

The IRC is implementing a three years World Bank supported project in Puntland Somalia titled: “Somalia Inclusive Community Resilience and GBV pilot project” the Project aims to increase the resilience of vulnerable women through improved economic opportunities; and to improve gender-based violence prevention and response services. This project has a strong Learning component, which will be led by a learning specialist. The Learning specialist will work to enhance national level engagements with Ministry (MoWDAFA) the Academic partner, IRC and Local NGOs on the adaptation of the EASE model in Puntland. This position will work directly Senior EASE officer, Senior M&E officer and the ministry focal person to document, analyze and share learning for adaptation.

Responsibilities

Learning:

  • In close coordination with the learning partner, organize periodic forums to share learning and best practices on the EASE implementation with partners/stakeholders.
  • Conduct reflective processes with the project teams, the ministry (MoWDAFA), LNGOs and the academic partner on the project progress and what requires to be changed.
  • Build strong working relationship with MoWDAFA and LNGOs to ensure knowledge transfer from IRC to them..
  • Document and share lessons on EASE model for future implementation.
  • Document, analyze and incorporate learning on EASE.

Capacity building:

  • In collaboration with the academic partner, and with support from the technical coordinator, develop learning tools and guides.
  • Provide updates to project leads on all training activity, including reporting of evaluation results.
  • Conduct training needs analysis, learning needs analysis of project staff and local organizations and ensure measures are taken to cover these gaps. (this is in relation to the EASE model)
  • Document processes and learning from the project and share with relevant stakeholders.

Monitoring, Evaluation and Learning:

  • In collaboration with the academic partner and the M&E sector, carry out continuous data collection on EASE adaptation.
  • Work closely with the Senior EASE officer, VSLA groups, and women entrepreneurs’ networks to document progress, successes and learning/lessons for sharing.
  • Participate in designing and implementation of studies, assessments and learning in coordination the Technical coordinator and academic partner.
  • Develop a monitoring approach to capture learning to inform adaptation of the EASE model and identify change indicators.
  • In collaboration with the M&E sector and the academic partner, conduct periodic evaluations/reviews of the ‘Somalia Inclusive Community Resilience and GBV pilot project’ to ascertain project impact and make recommendations for corrective measures.
  • Any other responsibilities assigned by the Project leads.

Qualifications

  • Bachelor’s degree in Social Work, Gender/Women Studies, Public Health, or other appropriate fields. (post graduate qualification is an added advantage).
  • Minimum of 2 years’ experience in the field of gender-based violence response, and women’s economic empowerment, preferably working with conflict affected populations.
  • Proven experience in effectively managing, motivating, coaching and mentoring staff.
  • Strong monitoring and evaluation and learning  (MEAL) experience.
  • Demonstrated ability to work with and build the capacity of local stakeholders such as local NGOs,
  • Excellent English writing skills required.
  • Knowledge of Somali language is required.
