Background    
     
   

This is a maternity cover position in the Tolerance and Non-Discrimination Department. The contract will be issued for a period of one (1) year, without possibility of further extension. The incumbent is expected to start in November 2019.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

     
Tasks and Responsibilities    
     
   

The incumbent of the post should contribute to successful implementation of ODIHR’s capacity building programmes and to the organization of events related to tolerance and non-discrimination. The incumbent will support the Department to prepare, co-ordinate, implement and evaluate programmatic activities.

Under the general supervision of the Head of Department, the incumbent will be responsible for:

  1. Supporting the delivery of the  training programmes, in particular, the Training Against Hate Crime for Law Enforcement (TAHCLE), and the training programme for prosecutors and judges, including inception, co-ordination of implementation, monitoring and evaluation;
  2. Supporting the organization of OSCE events (such as high-level conferences on tolerance and non-discrimination issues, Human Dimension Implementation Meetings, Supplementary Human Dimension Meetings) and other events on tolerance issues;
  3. Monitoring issues related to tolerance and non-discrimination, analyzing information and writing background papers and reports;
  4. Performing other duties as assigned.
     
Necessary Qualifications    
     
   
  • First-level university degree in law, international affairs, social or political sciences, public administration or other related field;
  • A minimum of two years of professional experience, some of which should have been gained at the international level;
  • Proven experience in organizing conferences and events at the international level, particularly related to human rights;
  • Good analytical, drafting, report writing and research skills;
  • Excellent written and oral communication skills in English; knowledge of Russian is desirable;
  • Some experience in project management is preferable;
  • Political intuition and tact;
  • Computer literate;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 3,259 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
