Background Information - Job-specific

The ongoing conflict has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have been affected by disease and environmental degradation. Physical damage to infrastructure including roads, municipal services, water and sanitation and energy. The lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated.

UNOPS is undertaking a multi-sectorial engagement aims at restoring urban services mainly in energy, urban roads, water and sanitation (WASH), municipality services in targeted cities in Yemen using an integrated approach.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the overall supervision of the Partnerships Advisor the incumbent will be focus on achievement of the following results:

Partnerships development

  • Scan opportunities for partnerships (facilitate assessments of client needs, UNOPS comparative advantages, and partner survey analysis, among others);
  • Support active positioning of UNOPS and its services by building a network of key partners, keeping abreast of social, economic, and political trends;
  • Support establishing contacts with potential partners, organizing meetings and negotiations, and prepare subsequent records of meetings, plan of action and follow-up for potential partnership development opportunities;
  • In coordination with the Partnerships Advisor, actively participate in the identification, design, formulation, drafting and negotiation of new projects and programmes, including concept notes and project documents;
  • Liaise with UN partner agencies, governmental and non-governmental organizations for programme development and information dissemination purposes;
  • Coordinate preparation, review and comment on technical and progress reports prepared by projects and provision of advice as needed to improve content and quality;
  • Consolidate and finalize narrative and financial reports, in coordination with the Partnerships Team in Amman;
  • Carry out field visits for needs assessments;
  • Serve as the focal point for and participate in relevant national and UNCT sectoral coordination meetings and other working mechanisms;
  • Prepare background notes, briefings, meeting minutes, and other relevant documents;
  • Perform other related duties as required.

Education/Experience/Language requirements

  • Advanced university degree (Masters or equivalent) in gender study / development studies / international relations / social science/ political science or in any relevant area
  • A combination of Bachelors degree with a relevant combination of academic qualifications and work experience may be accepted in lieu of the advanced university degree.
  • Minimum of 5 years of progressively responsible experience project development, report writing, strategic planning including experience at the international level, partnerships and fundraising.
  • Good knowledge of the situation and challenges for development assistance projects in Yemen. 
  • At least 2 years of experience in development/humanitarian programming is required.
  • Computer literate, in particular MS Word, Excel and PowerPoint.
  • Fluency in spoken and written Arabic and English is required.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
