UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region. 

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the direct supervision of the Project Manager, the Monitoring and Evaluation Officer will be responsible of the following:

  • Develop a time-bound performance monitoring plan in conjunction with relevant local participating partners, for the collection of data and evidence-based reporting.
  • Monitor progress in the implementation and results of the project against the strategic objectives and indicators as well as promote and support quality assurance of all project interventions.
  • Facilitate monitoring of crosscutting issues by all local participating partners at all levels.
  • Regular follow up with local participating partners and stakeholders regarding overall project progress and progress towards results indicators.
  • Conduct regular field visits to project sites to monitor progress.
  • Prepare monthly, quarterly and annual progress reports highlighting achievements, challenges and lessons learned as required.
  • Manage and monitor the status of all transactional, finance and procurement processes including tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation, and risk assessment;
  • Support the PM in updating the project risk register, issues log, highlight reports, and other requirements as per the UNOPS PMM
  • Support the planning of project interventions and the integration of M&E activities for subsequent years of the project
  • Support the PM in implementing proper monitoring and control processes to successfully measure outputs, indicators and milestones.
  • Identify and report variations in sub-projects implementation and develop timely and feasible recommendations to rectify any variation.
  • Perform other related duties as required.

Education/Experience/Language requirements

 
  • a Bachelor’s Degree  in Monitoring and Evaluation, Development economics, Social sciences, International relations, Organizational Development, or Public administration or Management or any related fields with 2 years of relevant experience
  • At least 2 years of progressively responsible experience in results-based management, monitoring, and evaluation is required;
  • Experience in designing and managing monitoring systems for programmes and projects is required;
  • Experience in programme and project evaluation techniques and participating in evaluation missions is desired.
  • Experience in results-based reporting systems is required;
  • Monitoring and evaluation experience in Yemen or similar contexts is desired.
  • Good computer skills and familiarity with statistical packages is required;
  • Excellent communication and writing skills, in both Arabic and English is required;
  • Good contextual knowledge of local issues, community priorities, social and cultural constraints and realities will be an added advantage.
  • Willingness to undertake regular field visits is required.
