Under the authority and direct supervision of the Assistant Director-General for Culture, the Chief of the Diversity of Cultural Expressions leads the Entity, establishes priorities, designs and directs operational activities and implements programmatic strategies and standard setting instruments. 

The incumbent is responsible for the preparation and management of the approved programme and integrated budget as well as the effective oversight of human and Financial resources. 

In particular, the incumbent will\:
  • Provide the intellectual and operational leadership to ensure the successful implementation and monitoring of programme objectives as well as the effective management of both staff and financial resources;
  • As Secretary to the Governing Bodies of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, ensure the functioning of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions  and the Conference of Parties to the 2005 Convention, providing strategic guidance to inform their decision-making processes and synergies with UN 2030 Agenda for Sustainable Development;
  • Design and ensure the implementation of operational programmes on the 2005 Convention and the 1980 Recommendation on the Status of Artists providing capacity building and technical assistance to governments around the world to develop, monitor and evaluate cultural policies to promote the diversity of cultural expressions, the status of artists and dealing with multiple culture and creative industry sectors;
  • Ensure international assistance principally -  but not exclusively -  through the International Fund for Cultural Diversity to support dynamic cultural and creative sectors in developing countries;
  • Develop and implement global knowledge management activities including specialised resources, analytical tools and methodologies to monitor and evaluate the global impact of the 2005 Convention and the 1980 Recommendation in line with the UN 2030 Agenda for Sustainable Development;
  • Establish, develop and consolidate multi-stakeholder outreach and peer to peer exchange programmes involving Member States, international and regional organisations, civil society, academic and research networks, professional associations operating in the fields of cultural policies, cultural and creative industries, the status of artists and artistic freedom;
  • Identify and pursue opportunities for resource mobilization and build alliances and partnerships with public and private actors for the entity’s programme of work in order to ensure maximum impact.
 
Education
  • Advanced university degree (Master’s degree or equivalent degree) in the field of culture or a related discipline.
Work Experience
  • A minimum of ten (10) years of progressively responsible and relevant professional experience in designing and implementing programmes in the cultural field;
  • Relevant experience acquired at international level;
  • Experience in managing intergovernmental processes and programmes in the field of cultural policies;
  • Demonstrated experience in leading, managing and motivating staff and teams;
  • Demonstrated experience in funds mobilisation in the field of cultural policies, culture and creative industries.  
Skills and competencies 
  • Excellent knowledge of UNESCO’s standard setting instruments and programmes in the field of culture and in particular of the 2005 Convention for the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning  the Status of the Artist. 
  • Proven/recognized knowledge and expertise in comparative cultural policy analysis in a range of culture and creative industry sectors, to monitor cultural policies and measures to promote the diversity of cultural expressions, the status of artists and artistic freedom.
  • Knowledge and expertise in designing global programmes, multi-stakeholder processes, knowledge exchange and networked relations with civil society operators from all regions.
  • Strong conceptual, intellectual and analytical capacities with a high sense of objectivity and professional integrity, diplomacy and political astuteness.
  • Ability to identify key strategic issues, objectives, opportunities and risks and provide advice on global and regional trends on cultural policies, cultural and creative industries, the status of artists and artistic freedom, culture and sustainable development.
  • Proven competencies to build collaborative partnerships among Member States, donor community and civil society networks.
  • Excellent communication skills, both orally and in writing, as well as strong representational abilities.
  • Knowledge of the UN system and coordination mechanisms.
Languages
  • English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of either English or French is required.
  • Very good knowledge of the other working language.
