Under the overall authority of the Assistant Director-General for Communication and Information (ADG/CI) and the direct supervision of the Director of the Division for Freedom of Expression and Media Development, the incumbent will serve as Chief of the Freedom of Expression Section and provide technical and professional leadership in the fields of competence of the Division.

 

The incumbent will work on policy and planning, advocacy, monitoring and implementing projects in the field of freedom of expression, on-line and off-line, as well as the safety of journalists.

 

The incumbent will design, monitor and evaluate relevant policies, strategies, programmes and implementation plans related to Freedom of Expression and the Safety of Journalists.

 

In particular, the incumbent will undertake the following tasks and responsibilities \:

 

1. Lead the planning and management to enhance the priorities of the Division at Headquarters and in liaison with field offices.
• Ensure that technical assistance and appropriate coordination are provided to guide the development, implementation and appropriate reporting of these priorities, in particular the Freedom of Expression programmes, the UN Plan of Action on the Safety of Journalists and the Issue of Impunity.
• In particular, lead the implementation (preparation, organization, visibility) of the International Years such as World Press Freedom Day (3 May), and International Day to End Impunity (2 November). Act as the Secretary of the UNESCO/Guillermo Cano World Press Freedom Prize.

 

2. Prepare work plans and monitor the execution of the Organization priorities, by providing technical inputs to institutional documents such as C4 and C5, in particular\:
• Maintaining strategic dialogue in these areas with Member States to help them to identify and formulate their needs;
• Coordinating with other multilaterals, bilateral and regional organizations to ensure alignment in key operational areas, and seek meaningful capacity development opportunities for the staff engaged in implementation.

 

3. Seek and explore resource mobilization opportunities for extrabudgetary resources for relevant programmatic and thematic areas, including\:
•  Engaging potential donors with project plans, which could attract support;
• Supervising the entire funding process, including developing and writing proposals, validating progress reports and ensuring the timely implementation and completion of project/programme activities.
• Lead the development of a comprehensive advocacy strategy and resource mobilization for the Multidonor Programme on Freedom of Expression and the Safety of Journalists, based on Results-based Management. Supervise the implementation of this Multidonor Programme.

 

4. Lead the conception, edition and revision of the annual Focus editions of the World Trend Report on Freedom of Expression and Media Development as well as the Global edition produced every four years. Provide technical advice concerning Freedom of Expression and the current challenges linked to Internet (disinformation, hate speech, privacy, artificial intelligence, etc.).

 

5. Provide strategic advice to the Director of the Division concerning the personnel, the budget and the administration. Supervise and motivate team members and other assigned staff or service providers. Monitor progress and ensure continuous learning, provide regular feedback and follow up in line with the performance management cycle as appropriate.


Education
• Advanced university degree (Masters or equivalent degree) in the field of communication and information, political sciences, international relations or related areas.

 

Work Experience
• At least ten (10) years of progressively responsible and relevant professional experience in the field of freedom of expression and internet freedom or related areas.
• Relevant experience acquired at the international level.
• Experience in planning and managing international projects in the area of freedom of expression or related area

 

Skills and Competencies
• High degree of knowledge on freedom of expression, internet freedom and safety of journalists.
• Proven competency to participate effectively in high-level negotiations with internal and external partners;
• Proven programme/project management skills and excellent negotiation and networking skills
• Capacity to ensure accuracy of documents and reports through research, reference sources and consultations, paying close attention to detail.
• Strong sense of ethics, integrity, diplomacy, tact and discretion.
• Demonstrated ability to work effectively under pressure, to manage heavy workload and to meet tight deadlines, with the ability to apply flexibility in adjusting work schedules and priorities.

 

Languages
• English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of either English or French is required.
