Under the overall authority of the Chief Information Officer and the direct supervision of the Chief of Archives, Library and Records Management Unit (Chief Archivist, KMI/ALR), the incumbent provides key support for electronic records and archives management within the Secretariat, both at Headquarters and in the Field Offices, Institutes and Centres. He/she implements policies, procedures, guidelines and practices with regard to the life-cycle of records including creation, appraisal, organization, preservation or disposal and access to all current active and inactive records and archives regardless of format - electronic or paper.


The incumbent will support the development of a sustainable infrastructure for collecting, processing and preserving digital materials across the Organization and making digital materials accessible to staff and researchers; deploying that infrastructure to bring historically important digital institutional records into the E-safe Institutional Archive; and preserving, processing, and making accessible other digital materials currently being digitized.

The incumbent will, in particular\:
  • Support the implementation and the monitoring UNESCO electronic records and archives management systems and procedures for effectively capturing all Secretariat records, including both paper-based and electronic, such as e-mail, electronic documents, web content and check-out validation procedure; support development of such systems and procedures. 
  • Support the training of existing staff on the born-digital procedures and assist in the implementation of the new procedures. Contribute to the promotion of digital preservation within UNESCO.
  • Provide records management guidance and training to staff in all units of the Secretariat, both at HQ and in the Field, focusing on electronic record keeping procedures and practices. Survey the current digital landscape in the Secretariat, including digitized collections, born-digital files on current and legacy media and other born-digital materials. Contribute to the development and documentation of workflows and procedures for accessioning, processing, describing, preserving and providing access to digital records and digital assets in archives collections.
  • Maintain a bilingual intranet portal and e-learning tools for E-records and Archives management purposes.
  • Provide support for records management and archive-related activities, including financial management and contacts to external partners and vendors as well as assisting the Chief Archivist in organizing UNESCO history-related activities, such as communication, international conferences, meetings and publications.
  • Apply said workflows and procedures to born-digital material acquired from the Organization’s internal records, legacy media in existing hybrid collections and contribute to planning and developing a digital preservation strategy. Contribute to the development of guidelines for integrating born-digital material into finding aids and catalog records.

 

EDUCATION

 

Completed secondary, technical and/or vocational education or an equivalent experience of at least three years in a library or an archives or records management service.

 
WORK EXPERIENCE

Minimum 5 years of relevant work experience in information management

Languages

English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of either French or English and good knowledge of the other official language are required.
