Background

In response to the requests from the GoSL, the Development Partners (DP) have initiated a number of assistance programs to accompany and support the efforts of various public sector stakeholders.  In many instances, the assistance programs cover areas where policy dialogue is nascent; development strategies have not been fully articulated; and the participation of multiple ministries and government agencies is required.  The multiplicity of participants and initiatives (especially on areas of new policy dialogue) has heightened the need to strengthen the coordination between the various GoSL stakeholders and the Development Partners in order to enhance the effectiveness of international assistance.
 
The Development Partners (DPs) Secretariat has been established with the objectives of 
i) sharing information among DPs; ii) enhancing coordination and harmonization among development partners; iii) advancing aid effectiveness principles; iv) enhancing collaboration among the DPs and with the GoSL, civil society and other stakeholders.
These objectives have been pursued through various fora, including: a DP Forum, that includes over 40 foreign aid missions, a DP Coordination Committee, a Bilateral Donor Group (BDG) and DP Working Groups.
 
In 2017, UNDP was requested by the DP Forum to take responsibility for the administrative supervision of the DP Secretariat.  UNDP initiated the competitive process leading to the staffing  and the Secretariat is housed within the UN compound.  While the DP Secretariat reports operationally to the Chairs of the DP Forum and BDG Co-Chairs, it also reports to UNDP on its activities and performance towards supporting the donor community.  It is in this context that the Knowledge Management Coordinator reports technically to the Head of Development Partners Secretariat and administratively to the UNDP Programme Quality and Design Analyst (NOA). 
 

Duties and Responsibilities

1. Analysis:
  • Conduct or commission desktop analyses of various topics and policy issues pertaining to official development aid (ODA) under the guidance of the Head of Secretariat.  In conducting or commissioning this work, the Knowledge Management Coordinator will leverage existing knowledge within the DPs and where relevant other stakeholders by conducting interviews with relevant DP staff and collecting existing relevant documentation.
  • Establish and maintain a DP web-based knowledge platform liaising closely with all concerned DPs and Govt;
  • Support to increase awareness of DPs mandate and goals through production and dissemination of information, within the DP community, UNDP and in the general public as needed; 
  • In coordination with supervisor, development and preparation of materials for analysis, awareness-raising including briefing materials and press releases;
  • Organization of knowledge-sharing, advocacy, outreach promotional events;
  • Maintenance of information database, Social media and photo library;
  • Research and retrieval of statistical data from internal and external sources and provide DPs with updated data analysis and knowledge sharing.
 
2. Data collection and presentation:
 
The Knowledge Management Coordinator will have a key role in facilitating ongoing exchange of information among DPs and working with External Resources Department (ERD) towards maintaining an online information management system that is accessible to all DPs of all the activities undertaken by DPs by thematic area. In creating and maintaining this system, the Secretariat will mobilize the collaboration of DPs and consider efficient ways to meet GoSL and International Aid Transparency Initiative - IATI standards.  In addition, the Coordinator will take a lead role in the innovative presentation of data in multiple formats for different audiences under the guidance of the Head of Secretariat.
  • Proactive Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Ensure that information and data from the DPs are captured, documented, analyzed and reported in a results-based and timely manner.
  • Liaise with UNDP program colleagues and Citra lab to share the data analyzed, to feed into the overall data analysis of the country office. 
3. Pro-active Operational support:
 
The Knowledge Management Coordinator will support the Head of Secretariat in the organization of meetings and events, reporting to members on minutes of meetings, and information sharing on meeting, events and other operational matters.
 
4. Deputize for Head of Office
 
The Knowledge Management Coordinator will deputize in the absence of the Head of Office in relation to functions specifically pre-agreed with the Head of Office. This includes conducting briefings for new officials from Development Partner agencies, backstopping at DP Forum, BDG, and Working Group meetings, facilitating DP coordination, and representing the DP Secretariat at events and meetings. 
 
5. Maldives
 
The Knowledge Management Coordinator will support Colombo-based DPs operating in the Maldives with information sharing and coordination support involving liaison with the United Nations Resident Coordinators Office in Maldives and/or Maldivian authorities as requested by DPs, under the supervision of the Head of Office.

Required Skills and Experience

 
Education:
  • Master’s degree or Bachelor’s degree in business administration, Public Administration or relevant discipline 
 
Experience:
  • A minimum two (2) years with master’s degree or minimum five (5) years with bachelor’s degree, of relevant experience at the national and/or international level in project/programme. 
  • Demonstrated analytical skills and ability to produce briefing notes and innovative data products for multiple audiences in a timely manner;
  • Excellent communication skills in English.  Sinhala and/or Tamil language skills would also be desirable;
  • Experience in organization of meetings / professional events;
  • Fully proficient IT skills, including but not limited to the Microsoft Office suite of products and data management software and techniques, web management and setting up IT based knowledge platforms;
  • Familiarity with the work of development partners in Sri Lanka;
  • Proactive and in every possible way, an   initiator, capable of working independently;
  • People centered, gender-aware and able to professionally and tactfully operate in an international and multi-cultural professional environment.
 
Language Requirements:
 
Fluency in English and national language of the duty station.
