Background

The United Nations Volunteers (UNV) programmeis the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational Context/Project

UNICEF India is fully committed to working with the Government of India to ensure that each child born in this country gets the best start in life, thrives and develops to his or her full potential. The organisation began its work in India in 1949 with three staff members and established an office in Delhi three years later. Currently, it has 13 Field Offices and advocates for the rights of India’s children in 17 states.

Living Conditions

New Delhi and the surrounding National Capital Region is a large and bustling metropolis of some 14 million people undergoing rapid changes. The capital city is an administrative, cultural and commercial center with modern amenities and well connected by air. It is a safe place with large expatriate community drawn from embassies, UN agencies, MNCs and foreign businesses. It has short moderate winter and long hot summer.

Conditions of Services

A 12 month contract, with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of Rs. 42,473.67 (Rupees Forty Two Thousand Four Hundered Seventy Three and Paise Sixty Seven only) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Duties and Responsibilities

This position reports to the Chief of Field Services (CFS) and contributes to the effective and efficient management of the Office of the Chief of Field Services. As the only supporting professional category member in the Office of the CFS, the incumbent is expected to:

  • Assist the CFS in the coordination, setting-up systems and monitoring of actions and recommendations results from various management bodies/forums, particularly the monthly CFO meetings and the CFO-Section Chiefs Meetings;
  • Keep abreast of issues and activities in relation to the Country Programme management as well as emergency preparedness/response, partnerships and donor relations in order to provide timely and appropriate advice to the CFS;
  • Liaise with the Field Offices for identifying a suitable meeting date every month and for supporting the development of its agenda;
  • Liaise with the Field Offices to lead the preparation of annual/monthly travel plan/ proposals for the Representative and the CFS;
  • Liaise with the Sections to support participation of CFS/CFOs in the various network meetings and events;
  • Establish close coordination within the Front Office and effective lines of communication exchange of information/documents with Sections and Field Offices, as well as external partners and relevant government offices, as appropriate;
  • Assist/support in resolution of issues deferred to the Office of Chief of Field Services;
  • As directed, participate in official meetings, missions, or events;
  • When directed, support the Front Office and Office of the Representative during staff absences.

The incumbent is accountable to the assigned duties under the overall supervision of the Chief of Field Services;

  • Supported to the Office of the Chief of Field Services, in coordinating activities and preparing briefing materials and position papers. Participated in meetings agreed by with CFS and assisted on strategic and management issues and priorities for India Country Office (ICO);
  • Assisted in organizing and coordinating the periodic meetings, including the CFO meetings, CFO and the Section Chief meetings and also supported in preparation of meeting records and ensuring follow-up of action points;
  • Established an updated monthly reporting mechanism/tool and assisted in its roll-out acorss the states; supported state offices in producing quality reporting on results;
  • Supported review and oversight of key planning processes including he state Rolling Management Plans, mid-year and end-year reporting. Assisted CFS on projects to ensure coherence among state presentation;
  • Supported the Chief Field Services to oversee the final reviews of the state Emergency Preparedness Plans.
  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs);
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary;

Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.

Required Skills and Experience

A minimum two years of relevant work experience in a professional capacity in external relations, programme management, public affairs, general office administration or international development cooperation, preferable within the United Nations or similar international organization.

Advanced university degree in Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplenes.

Fluency in English is mandatory.
