Job Description

The Head of Mission is the Focal Point of the Technical Assistance Partner for MCA-Côte d'Ivoire and the main point of contact for the Technical Assistance Partner with stakeholders. S/he supervises the activities of all team members and ensures the cohesion of community mobilization actions under the responsibility of the various senior and junior experts. The Head of Mission must reside in Côte d'Ivoire, and must spend 70% of his or her time between the Gbêkê and San Pedro regions throughout the Base Period and during options 1 and 2, if they are granted to the Technical Assistance partner.

SPECIFIC JOB DESCRIPTION

  • S/he ensures that deadlines are met.
  • S/he sets up and ensures compliance with the mandate management procedures relating to expenses, purchasing, hiring, personnel management, etc.
  • S/he participates as the technical assistance partner's representative at meetings, workshops and any event involving the Monitoring Committee and/or regional or national stakeholders and ensures that minutes of the meetings are prepared.
  • Any questions or concerns must be addressed and the data required to operationalize the Environmental and Social Management System (ESMS) of the
  • MCA-Côte d'Ivoire; the Stakeholder Engagement Plan (PEPP); national/MCC gender and social inclusion policies; IFC performance standards, in particular NP 5 (resettlement), and MCA-Côte d'Ivoire monitoring and evaluation procedures.
  • He or she participates in the drafting and quality control of all deliverables to be produced, as well as the documents required for community mobilization and awareness raising.

Qualifications

  • Higher education BAC+4 (Master's degree) in a relevant field such as education, public administration, sociology or project management.
  • At least 10 years of experience in implementing community mobilization processes.
  • Have managed at least 3 projects of similar complexity, including at least two (02) in the education sector.
  • Have proven experience or knowledge in the field of school establishment or management. Knowledge of the Ivorian education system would be an asset. The implementation of participatory methods of community engagement and mobilization in at least two (2) projects will be an asset.
  • Knowledge of IFC's requirements for stakeholder engagement, social impact assessment and resettlement.
  • Leadership, listening, communication, teamwork, listening and communication skills
  • Conduct of meetings are necessary.
  • Ability to work collaboratively with government agencies and representatives at all levels, elected and traditional authorities, NGOs and communities.
  • An excellent command of spoken and written French.
  • Knowledge of English or local languages would be an asset.
