ABA ROLI is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.

JOB SUMMARY

The Program Associate assists in the design, development and implementation of programs, projects and activities for the ROLI Asia Division and other divisions as required. The position supports the Asia Division in implementing rule of law programs in Pakistan and elsewhere in Asia and is responsible for monitoring of programs and projects under the supervision of the program director or manager.

The Program Associate will assist a Senior Technical Advisor and Program Officer with a project to build justice sector capacity to investigate, prosecute, and adjudicate counter-terrorist financing cases by inter alia developing surveys and other data collection tools; compiling, cleaning and analyzing quantitative performance data; creating data visualizations; and contributing to internal and external reporting. The Program Associate provides an essential information and data management function, capturing, updating, analyzing, and reporting on the performance and effects/impact of one or more programs in Asia and ensuring that data and documents used to verify and provide evidence of activities, outputs, outcomes and impacts of the program are properly reposed, saved and protected.

This role would suit someone eager to work in international development in the long term, especially someone considering a career in monitoring and evaluation, or a recent graduate seeking practical experience in data analysis as applied to the democracy and governance sector. The role also involves administrative responsibilities, such as planning travel, processing expense reports and contracts, and preparing budgets.

Some work experience is ideal, but not required. Relevant paid or voluntary experience would be a real asset.

This position is specifically in connection with a grant-funded program in Pakistan which is expected to end in September 2020.

RESPONSIBILITIES

● Implements one or more programs and/or projects, including participating in program and project planning.

● Ensures implementation of programs and projects conform to ABA policies.

● Analyzes project/program performance throughout the process to measure progress against the project/program plan

● Serves as a point of contact for projects and communicates with member leaders and staff on project status.

● Accountable for successful execution of assigned projects.

● May provide advanced administrative support functions in support of projects and/or major work groups.

● Performs other related duties as required.

QUALIFICATIONS

● Possession of a Bachelor's degree from an accredited college or university.

● Possession of basic skills in Microsoft Office, Microsoft Excel, and Microsoft PowerPoint.

● Previous experience working in an office environment.

PREFERRED QUALIFICATIONS

● Knowledge of social science research methodology.

● Familiarity with monitoring and evaluation concepts and terminology.

● Demonstrated knowledge of statistics and quantitative data analysis essential.

● Significant experience analyzing data and creating data visualizations in Microsoft Excel and/or Google Sheets.

● Proficiency in at least one statistical software (e.g. SAS, SPSS, or Stata, R).

● Familiarity with Qualtrics and/or DevResults would be an advantage.

● Strong scientific and technical writing skills.

● 1-2 years of experience in international development, or living in a developing country, especially in the Asia region.
