OBJECTIVES OF THE PROGRAMME

The objectives of the Programme on Mental Health and Psycho-social support (MHPSS) in Iraq are to support the country in the development, adaptation and implementation of evidence informed policies, plans, legislations and interventions aimed at promotion of mental health and prevention of mental, neurological and substance use disorders, delivery of services based on best practices and standards of care and promoting recovery and observance of human rights in an inter and multisectoral milieu. The programme aims at supporting partners in the field in these disciplines and ensuring that quality MHPSS services are available to the most vulnerable population

DESCRIPTION OF DUTIES

The incumbent will perform the following duties\:1) Provide technical guidance to develop, implement and monitor the MHPSS action plan for catering to the needs of Refugees and IDPs in Iraq across the response and recovery phases.2) Promote a system based approach to integrate MHPSS in health and related social sectors.3) Provide technical support for the capacity enhancement initiatives in coordination with the national and international stakeholders involved in the current humanitarian response to develop a multi layered MHPSS response. 4) Plan, develop, implement and monitor capacity building activities at country level to respond to public health problems attributable to mental health disorders in emergencies.5) Co-develop, in coordination with national stakeholders, surveillance and monitoring systems for mental health disorders.6) Provide technical advice to civil society organizations and other entities, as appropriate, on the issues related to instituting a robust MHPSS program.7) Mobilize and allocate adequate and sustained resources for the development and implementation of MHPSS activities and programmes.8) Draft and revise technical documents, briefing notes, meeting reports, information products and content of Iraq web-site related to work under the incumbent's responsibility, as appropriate.9) Oversee the overall timeliness and quality of all program deliverables, the finalization of operational and financial transactions in accordance with the MPSS operational workplan, assure strict compliance with WHO rules and regulations, and efficiently deliver related services/products within the country.

REQUIRED QUALIFICATIONS

Education

Essential\: Master's degree in Public Health or Psychology.
Desirable\: Post-graduate qualification or specialized training in MHPSS response in emergency and humanitarian crisis.

Experience

Essential\: At least 7 years of relevant, progressive experience combined at the national and international levels in the assessment, development and implementation of policies, strategies and action plans for Mental Health and Psycho-social support programmes.
Desirable\: Related experience in developing countries as well as with UN organizations and NGOs working in emergency and humanitarian response context.

Skills

Expert knowledge of\:International policy frameworks for reduction of public health problems related to Mental Health and Psycho-social support.Psychosocial and epidemiological aspects of MHPSS and relevant policy responses.Demonstrated ability to\:Provide expert advice on the development and implementation of policies and programmes in the prevention and treatment of Mental Health and Psycho-social disorders.Plan and conduct capacity building activities in the respective technical area.Work effectively in an emergency and humanitarian response context, under constraints and meet deadlines.Excellent communication and presentation skills as well as proposal and report writing and data analysis

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2300 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
