Background

Violence against women (VAW) is one of the most widespread and systematic human rights violations, according to UN Women’s Global Database on Violence against Women. Egypt is no exception from this and Egyptian women are subjected to different forms of violence, such as domestic violence, sexual harassment, female genital mutilation (FGM) and early marriage. The issue of VAW is deeply rooted in social construct and cultural and traditional beliefs, which often put the blame on the victim or survivor, rather than the perpetrator.

According to the 2017 United Nations Development Programme (UNDP) Gender Inequality Index (GII), Egypt ranks 101 out of 189 countries. The index includes maternal health, education, labor force participation women’s political leadership. On the Global Gender Gap Score 2018 Egypt is ranked 135 of 149 countries. Women’s economic empowerment and labor force participations are major challenges for women in Egypt according to the indicators of the indexes. 

As for prevalence of violence against women in Egypt, official statistics shows 17 % of children marry before the age of 18, 14 % has experienced physical and/or sexual intimate partner violence in the last 12 months and 26 % of married women have experienced physical and/or sexual intimate partner violence in their lifetime. As for Female Genital Mutilation (FGM), 87 % of all girls in Egypt have been cut.

In Egypt, UN Women is working in collaboration with national counterparts, Non-Governmental Organizations (NGOs) and private sector to change policy, create safe public spaces for women and girls and change the mindsets and behaviors of people to end violence, sexual harassment and encourage and empower women. The programme on Ending Violence Against Women (EVAW) has been running since 2013 and different types of campaigns have been developed throughout the programme to change perceptions and raise awareness on VAW.

The power of communications to create positive change is called social and behavior change communication and is an interactive process of any intervention with individuals, communities, and/or societies. Only providing people with information how to behave has shown to not lead to change in behavior, however, when there is also an element of teaching and dialogue the chances to achieve sustainable change increase.

It is against this backdrop UN Women is developing an activity on behavioral change communication under the project Scaling up of Safe Cities in Alexandria.

Safe Cities programme expanded to Damietta and Alexandria in 2019. In Alexandria one of the partners is the University of Alexandria which also has an established an Anti-Harassment Unit in the University. The programme is also working with Non-Governmental Organizations (NGOs) in the area which will be involved in this activity.

There are several comic artists in Egypt that have developed comics to change behaviors and/or raise awareness in Egypt on different topics over the years. The target group of the comics workshops will be university students in applied and/or fine arts at the University in Alexandria and women at risk of being subjected to violence in Alexandria. Comic artist(s) will lead on the creative side of the workshops (developing ideas, drawing and illustrating etcetera) and the Anti-Harassment Unit and NGOs will lead dialogues on sexual harassment and violence to collect stories and conceptualize the comics magazine to be developed.  

The overall objective with this activity is to prevent violence against women in Alexandria and increase awareness of VAW.  

More specifically the workshops and the comic magazine will lead to:

  • Increased awareness on Violence Against Women in Alexandria.
  • Change in the behaviors of the workshop participants towards a gender equal and empowering behavior towards all.
  • Teach and encourage university students how they can use arts (comics) to create positive social change.
  • Build capacity and knowledge of participants as agents of change and how to not be a by-stander and support women and girls who have been or are at risk of being subjected to violence.
  • To create an opportunity to share experiences in a creative way and open a dialogue about violence against women.

Duties and Responsibilities

Workshop 1: Participating in one three-day workshop for the conceptualization of the comics magazine.

  • Partners in Alexandria and UN Women will lead a three-day workshop with women in Alexandria to discuss issues of Violence against Women and to come up with ideas and stories to feed into the comics magazine.
  • The artist(s) are expected to participate and observe discussions and ensure that the outcomes of the workshop is communicated in the second workshop and reflected in the comics magazine.

Workshop 2: Lead a one three-day workshop with University Students in Alexandria to illustrate and draw the comics magazine.

  • Prepare, in collaboration with UN Women, the content of the workshop. Setting the agenda, develop and discuss exercises and specific outcomes.
  • Deliver the workshop in Alexandria and lead on the creative side of the workshops and have the art students of the university illustrate the outcomes, idea and stories of the first workshop.

Develop and finalize the comics production.

  • Develop and finalize the magazine (25-30 pages) with comics based on the stories shared in workshop 1 and through using the illustrations from workshop 2.
  • The final publication should be ready for dissemination for the 16 days of activism starting on 25 November.

Required Skills and Experience

Education and Certification:

  • Bachelor’s Degree in arts or social sciences.

Experience:

  • Experience in working with arts and communication to change social behavior (health, sexual harassment, children).
  • Experience in preparing and conducting workshops and use tools like comics to learn participants about specific topics

Language Requirenments:

  • Fluency in Arabic and English is required (written and oral).

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical criteria.

Technical Criteria weight: 70%

Financial Criteria Weight: 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. 

Criteria Weight Technical: 70%

  • Criteria: Bachelor’s degree in arts or Social Sciences fields (Weight: 10%. Maximum obtainable Points: 10).
  • Criteria: Solid experience with social behavioral change communication (Weight: 40%. Maximum obtainable points: 40).
  • Criteria: Experience in preparing and conducting art workshops (Weight: 10%. Maximum obtainable Points: 10).
  • Criteria: Experience in developing comic arts for social purposes (Weight: 10%. Maximum obtainable Points: 10).

Financial: Lowest financial proposal (30%) The Financial officer must be a Lumpsum all-inclusive; (all cost including travel related expenses ...etc.).

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

 (Lowest Bid Offered*)/ (Bid of the Consultant) x 30

*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
