Substantial malaria control investments have been made in Sierra Leone in the last decade in the context of the National Malaria Plans, 2004-2008, 2011 â 2015 and 2016-2020.
The National Malaria Strategic Plan 2016-2020 gives direction towards the improvement of the health status of the population and the fight against poverty by reducing the burden due to malaria.
This current Malaria Strategic Plan is from 2016-2020 and focuses on universal coverage access of malaria control interventions and calls for scaling up of these interventions. It calls for scaling up of these known cost-effective interventions for impact. The review is important in helping to map out strategies for scaling up universal coverage of malaria interventions and to move from control to pre-elimination.In this regard, the Ministry of Health in collaboration with RBM partners and other stakeholders intends to conduct malaria Programme review (MPR).
The 2016 -2020 Sierra Leone Malaria Control Strategic Plan (MSP) was developed based on the recommendations of the malaria programme review 2013, recognition of the impact of malaria intervention and the Health Sector Recovery 2015-2020.Purpose of the consultancy
To support the Ministry of Health and Sanitationâs National Malaria Control Programme a national consultant will be recruited by the World Health Organization (WHO)\: To support the international consultants review the performance of Sierra Leone National Malaria Control Programme in order to identify achievements in outcomes and impacts, best practices and lessons learnt, critical issues, problems, causes of the problems and measures taken to address the problems.The consultant shall be at grade level NOC the consultant will be needed for a period of two months, from 15th August to 15th October 2019.
Technical supervision
The national consultant will work with the members of the Task force of the Review and the Review Secretariat under the supervision of the NMCP manager and the ATM Officer at the WHO Country office.
Description of the duties (Output)
- To contribute to the different areas of the thematic desk review;
- To utilize all information which could be part of the performance review;
- To write report of all meetings in relation with the MPR;
- To contribute to the development of the thematic review report as it is requested in the manual;
- To facilitate Power point presentations of the Task force;
- To contribute to the Aide memoire.
- To follow up exploitation of field data collected taking into account best practices, gaps, recommendations;
- All the process will consider strengthening, contribution of malaria control in Millenium Development Goal;
- To Contribute to the preparation of reports, Power point and Aide Memoire;
- To Contribute to the preparation of the general report of the MPR

REQUIRED QUALIFICATIONS
Education\:
Essential\:
⢠First University Degree in Public Health or related field such as Community Health, Social Sciences
Desirable\:
⢠A clinical background. Formal training in FCTC and tobacco control or Noncommunicable disease control

⢠At least 5 yearsâ experience developing/designing and implementing public health programmes at national and/or decentralized levels
Desirable\:
⢠Previous experience working on Tobacco Control Policies and strategies and/or broader Non communicable disease prevention and control efforts
⢠Experience working with WHO or other UN entities
